Article 3 The surveying and mapping activities mentioned in these Measures refer to units and individuals engaged in surveying, map making and other activities involving surveying and map making. Article 4 The Municipal Planning Bureau is the administrative department in charge of surveying and mapping activities in this city, and the Municipal Surveying and Mapping Management Office is responsible for daily management.

The surveying and mapping administrative departments of each county (city) are responsible for managing the surveying and mapping work within their own administrative regions, and their business is under the guidance of the Municipal Planning Bureau.

The surveying and mapping management work of Ningbo Economic and Technological Development Zone (Ningbo Free Trade Zone) and Ningbo Daxie Development Zone shall be carried out in accordance with the relevant provisions of the "Ningbo Economic and Technological Development Zone Regulations" and the "Ningbo Daxie Development Zone Regulations".

Other relevant departments at the city, county (city) level shall manage the professional surveying and mapping work of their own departments in accordance with their respective responsibilities, and accept the business guidance of the surveying and mapping administrative departments at the same level.

Town (township) people’s governments and sub-district offices should assist the surveying and mapping administrative departments to do a good job in surveying and mapping management. Article 5: This city uses the national unified coordinate system, as well as the Ningbo independent coordinate system that is unified with the national coordinate system but relatively independent; uses the 1985 national elevation datum; and implements the grades and technical standards prescribed by the state.

Topographic map surveying and other engineering surveys that are larger than or equal to 1/5000 of the scale should be divided and numbered according to the independent coordinate system of Ningbo City; topographic maps that are smaller than 1/5000 of the scale should be divided into sections and numbered according to the independent coordinate system of Ningbo City. It should be included in the topographic map series at the national basic scale. Article 6 Surveying and mapping units shall strengthen scientific research on surveying and mapping, actively adopt new technologies, new processes, new materials, and new equipment to improve the scientific and technological level of surveying and mapping and the comprehensive benefits of surveying and mapping activities. Article 7: Any unit or individual shall provide convenience for surveying and mapping activities, and shall not hinder or obstruct surveying and mapping personnel from engaging in surveying and mapping activities in accordance with the law.

Any unit or individual has the right to put forward opinions and suggestions on surveying and mapping activities, and to report and accuse illegal surveying and mapping activities. Chapter 2 Surveying and Mapping Planning Management Article 8 The municipal and county (city) surveying and mapping administrative departments shall, in accordance with the needs of national economy and social development, work with other relevant departments to prepare plans and annual plans for basic surveying and mapping and other major surveying and mapping projects in their respective administrative regions. It shall be approved by the people's government at the same level, and shall be reported to the national or provincial surveying and mapping administrative department for record and then organized for implementation.

The preparation of basic surveying and mapping and other major surveying and mapping projects shall be carried out in accordance with the preparation procedures of the national economic and social development plan. Funds for the implementation of basic surveying and mapping shall be included in the fiscal expenditure plan at the same level. Article 9 Municipal and county (city) cadastral and real estate surveying and mapping plans shall be prepared jointly by the municipal and county (city) surveying and mapping administrative departments in conjunction with the city and county (city) land and real estate administrative departments, and shall be prepared by the surveying and mapping administrative department The department organizes and coordinates cadastral and real estate surveying and mapping work in accordance with the plan.

Cadastral and real estate surveying and mapping plans should be connected with basic surveying and mapping plans. Article 10 The surveying and mapping plan for the boundaries of county (city) administrative areas shall be jointly prepared by the municipal surveying and mapping administrative department in collaboration with the civil affairs department; the surveying and mapping plans for the boundaries of town (township) administrative areas shall be prepared by the county (city) surveying and mapping administrative department Prepared in collaboration with the county (city) civil affairs department. Article 11 Water conservancy, transportation, metallurgy, electric power, geology and other departments shall prepare their own professional surveying and mapping plans in conjunction with the city and county (city) basic surveying and mapping plans, and submit them to the city and county (city) surveying and mapping administrative departments for filing. Article 12 The administrative department for surveying and mapping shall, in accordance with the needs of urban construction and development, organize the surveying and mapping of large-scale basic topographic maps within the urban planning area in advance, and ensure a series of supporting and regular updates.

The maximum scale basic topographic map of the city, county (city) urban planning area is formulated according to 1:500 or 1:1000; the maximum scale basic topographic map of the recent construction planning area is formulated according to 1:500, and the update cycle Generally four years. Chapter 3 Surveying and Mapping Qualification Management Article 13 Units engaged in surveying and mapping business in this city shall apply for a surveying and mapping qualification certificate from the municipal surveying and mapping administrative department.

If foreign surveying and mapping units need to engage in surveying and mapping business in this city, they must hold a valid surveying and mapping qualification certificate and go through verification procedures with the municipal surveying and mapping administrative department. Article 14 The qualification levels of surveying and mapping units are divided into four levels: A, B, C and D. Class A surveying and mapping qualifications shall be subject to preliminary review by the provincial surveying and mapping administrative department in accordance with regulations, and then reported to the national surveying and mapping administrative department for review and certification; Class B surveying and mapping qualifications shall be submitted to the provincial surveying and mapping administrative department for review and certification after preliminary review by the municipal surveying and mapping administrative department; C. Level D surveying and mapping qualifications shall be reviewed by the municipal surveying and mapping administrative department and then reported to the provincial surveying and mapping administrative department for filing and certification. Article 15 Class A and B surveying and mapping qualification certificates shall be subject to annual inspection in accordance with national and provincial regulations. The municipal surveying and mapping administrative department is responsible for annual inspection of Class C and D surveying and mapping qualification certificates. Article 16 Surveying and mapping qualification certificates may not be forged, altered, lent, transferred or leased.

Surveying and mapping units shall not stamp the results of surveying and mapping projects of other units, shall not accept affiliations from other units or individuals without surveying and mapping qualification certificates, and shall not allow them to engage in surveying and mapping activities in the name of the unit.
