Conditions and procedures for handling child care centers

The conditions for running a child care center are as follows:

1, in line with the development plan of child care;

2. Have a fixed place and supporting facilities;

3, there are corresponding fixed assets and liquidity;

4, the staff should have the conditions stipulated in article fourteenth of this ordinance;

5. Meet other conditions stipulated by relevant national laws and regulations.

The handling process of the child care center is as follows:

1. To apply for the establishment of a non-profit nursery institution, the promoters shall submit relevant certification materials to the competent business unit in their respective districts. With the approval of the district competent business unit, the organizer applies to the district civil affairs department for the registration of private non-enterprise units as legal persons, and applies for registration as a full-time, half-day or hourly child care institution according to the actual situation and service mode. After the civil affairs department completes the legal person registration, it will push the information to the competent business unit in the district in time. After completing the registration as a legal person, a non-profit nursery institution shall apply for a food business license in time. For those who meet the operating conditions, the district child care service management institution shall issue a Notice on Carrying out Child Care Services according to Law to the organizers.

2. To apply for the establishment of a for-profit nursery institution, the promoters shall register the company as a legal person with the local industrial and commercial (market supervision and management) department, indicate the full-time, half-day and hourly nursery services within the business scope, and submit the Commitment Letter on Informing the Nursery Service. After the district industrial and commercial (market supervision and management) department completes the registration of the company as a legal person, it will promptly push the relevant information to the education administrative department. After obtaining the information, the district child care service management organization will organize and coordinate the relevant functional departments to carry out the work and complete the inspection within 20 working days. For those who meet the requirements, the district child care service management institution shall issue a Notice on Carrying out Child Care Services according to Law to the organizers.

To sum up, in the form of kindergartens, nurseries or other private educational institutions, there must be legal venues, qualified personnel (if educational courses are offered, they must also have educational qualifications), and the sanitary conditions that meet the standards must at least go to the four departments of industry and commerce, education, health and taxation.
