What if the owner doesn't pay the property fee?
1. If the owner does not pay the property fee, he can negotiate first;
2. If negotiation fails, and the owner violates the agreement and fails to pay the property fee, the property service provider may urge him to pay it within a reasonable period of time;
3. If the payment is not made within a reasonable period, the property service provider may bring a lawsuit or apply for arbitration;
4. Property service providers shall not stop power supply, water supply, heat supply and gas supply to urge the payment of property fees.
The rights of the property are:
1. The preliminary realty service contract signed by the construction unit and the realty service enterprise according to law is binding on the owner;
2. If the owner violates the realty service contract or laws, regulations and management regulations, and implements acts that hinder the realty service and management, and the realty service enterprise requests the owner to bear corresponding civil liabilities such as restitution, cessation of infringement and elimination of obstruction, the people's court shall support it;
3. If the owner refuses to pay the property fee without justifiable reasons or fails to pay the property fee within a reasonable period after being urged in writing, and the property service enterprise requests the owner to pay the property fee, the people's court shall support it;
4. If the owner and the lessee, borrower or other user of the property agree that the property user will pay the property fee, and the property service enterprise requests the owner to bear joint liability, the people's court shall support it;
5. If the realty service enterprise claims the property fee from the owners' committee, the people's court shall inform it to claim the right from the owners who are in arrears with the property fee.
If the owner does not pay the property fee, the measures that the property can take are as follows:
1, and find out the reasons for the owners' default on property fees through telephone inquiries and door-to-door visits. If the problems reflected by the owners are real and can be solved within the capacity of the property service enterprises, they should actively solve the problems for the owners until they are satisfied;
2. After solving the problem, if the owner is still unwilling to pay the property fee, at the same time of further communication, he can send a reminder notice of the property fee, give him sufficient time to consider whether to pay the property fee, and publicize the list of people who refuse to pay the property fee in a prominent position in the property management area;

Property service charges should follow the principles of rationality, openness and adaptability between fees and service levels, and distinguish the nature and characteristics of different properties. The owners and the realty service enterprise shall, according to the charging standards for realty service formulated by the competent price department of the State Council in conjunction with the administrative department of construction of the State Council, stipulate in the realty service contract.
