Does the factory itself take charge of greening, sanitation and facility maintenance count as property management?

Property management refers to the real estate property managed by professional property service companies or relevant departments, including maintenance, cleaning, security, greening and other services. The greening, sanitation, facility maintenance and other activities that the factory is responsible for belong to its own management responsibilities and have no direct relationship with property management.
