Property fee and parking fee are bundled.

Legal analysis: Without the resolution of the owners' committee, the property company has no right to rent or use it together with the property fee. The Property Management Regulations also stipulate that owners should pay property fees on time. If the owners fail to pay the property service fee within the time limit, the owners' committee shall urge them to pay it within a time limit; If it fails to pay within the time limit, the realty service enterprise may bring a lawsuit to the people's court.

Legal basis: The ownership of the parking spaces and garages planned for parking cars in Article 275 of the Civil Law of People's Republic of China (PRC) shall be agreed by the parties through buying, selling, giving or leasing, and the parking spaces occupying roads or other places owned by the owners for parking cars shall belong to the owners.
