Is it legal to charge the secondary water supply fee for the property?

Whether it is reasonable for the property to charge the secondary water supply fee depends on the situation:

Owners and property management companies can agree on property service fees in the form of contract system or remuneration system. Two water supply shall not affect the normal water supply of urban water supply pipe network. New secondary water supply facilities shall be designed, constructed and put into use simultaneously with the main project. The design and construction of secondary water supply projects shall be undertaken by units with corresponding qualifications.
