In July of the same year, all of them were changed to district-level organizational system, and Huangpu People's Commune was renamed Huangpu District People's Committee. In August of the same year, the 40th meeting of the Standing Committee of the Municipal Party Committee decided to readjust the urban areas and suburbs, including Shahe Commune, Shipai Commune and Longdong Commune in Dongshan District into Huangpu District, Sanyuanli Commune, Jiahe Commune and Gui Long Commune in Yuexiu District, Xinjiao Commune, Xinzhou Commune and Xinfeng Commune in Haizhu District and Shijing Commune in Liwan District into Fangcun District. At this time, there are seven agricultural communes in Huangpu District: Huangpu, Dongpu, Nangang, Longdong, Shahe, Shipai and Luogang. There are six communes in industrial and mining enterprises, namely Harbor, Yuancun, Chebei, Jishan, Changzhou and Miaotou. In addition, the area has a Huangpu Port Office and a Tangxia Farm. There is an agricultural commune in Fangcun District, namely Shijing, Sanyuanli, Hailong, Gui Long, Jiahe, Hedong, Xinjiao, Xinzhou, Xinfeng and Dong Jiao, and there are four industrial and mining enterprise communes, namely, Shancun, Huadi, Guanggang and Tonghe.
