The Third Plenary Session of the Ninth Session of the 11th the National People's Congress Standing Committee (NPCSC) voted to authorize the Macao Special Administrative Region to exercise jurisdiction over the new campus of the University of Macau on Qinheng Island.

The "Hengqin Model" in Macao and Zhuhai is a new measure of "one country, two systems". The Macao SAR Government paid the land use right of 65,438+0.0926 square kilometers of Qinheng Island in Zhuhai, Guangdong Province at a land rent of MOP/kloc-0.2 billion. This special land is the new campus of the University of Macau, and the lease period is from the opening date of the new campus to 20491February 19. This land is under the jurisdiction of the Macao government according to Macao laws, which means that it is a part of Qinheng Island in Zhuhai, Guangdong Province, and a new area where "one country, two systems" is implemented. This model has immeasurable practical significance for the future development of Hong Kong and Macao. On February 20th, 2009, on the occasion of the 10th anniversary of Macao's return to China, the foundation stone laying ceremony was held for the new campus of the University of Macau in Qinheng Island.

Hengqin, as a demonstration zone of close cooperation between Guangdong, Hong Kong and Macao, will be included in the scope of special economic zones, with first-and second-line management and a series of development and construction management innovations.
