Notice of Hanzhong Housing and Construction Bureau on Strictly Preventing and Controlling the Epidemic Situation and Guiding the Personnel of Real Estate Development Enterprises and Real Estate Intermediaries to Return to Work County Housing and Construction Bureau (Housing Authority), City Real Estate Transaction Management Office (Center), real estate development enterprises and real estate agencies in the central city:

In order to thoroughly implement the requirements of provinces and cities in China on resolutely winning the epidemic prevention and control work, effectively reduce the impact of the COVID-19 epidemic on real estate development enterprises and real estate intermediaries, improve the business environment, and realize the synchronization of epidemic prevention and control with social and economic development. After research by our bureau, on the premise of ensuring the implementation of epidemic prevention and control measures, we hereby notify the matters concerning the return of personnel involved in commercial housing sales places and real estate intermediary places as follows:

First, the implementation of epidemic prevention and control requirements

(a) the real estate development enterprises and real estate intermediaries should unconditionally obey the control measures and deployment requirements of the city, county and district epidemic prevention and control in emergency headquarters, so as to prohibit them from entering and effectively block the route of virus transmission.

(II) In accordance with the requirements of the Notice on Further Strengthening the Current Epidemic Prevention and Control Work (Han Epidemic Group [2020]1No.), real estate development enterprises and real estate intermediaries with the conditions to resume work and production shall apply to the epidemic prevention and control headquarters of the local counties and districts and park management committees, and if they pass the examination, they shall issue a notice to the enterprises to resume work and production. Enterprises (institutions) that have received the notice of resumption of work and production should report to the local Housing and Construction Bureau (Housing Authority) in a timely manner and report to the Municipal Housing and Construction Bureau for the summary of obstetrics and gynecology (see attached table).

(3) All real estate development enterprises and real estate intermediaries should conscientiously perform the main responsibilities of epidemic prevention and control and production and operation, and the legal representative of the enterprise is the first responsible person for epidemic prevention and control of the enterprise. Carefully formulate the enterprise epidemic prevention and control plan, and implement the division of responsibilities for epidemic prevention and control, employee protection, disinfection protection, on-site control, coordination and publicity, exception handling, information registration, statistical reporting and other work. Strictly implement various epidemic prevention and control measures to prevent the outbreak. All real estate development enterprises and real estate intermediaries are responsible for registering the personal whereabouts and health status of employees and their families who need home medical observation and isolation; Do a good job in the prevention and control of novel coronavirus after employees return to work, and resolutely block the spread of the epidemic.

Two. Relevant requirements for developing real estate transaction business

(a) County Housing and Construction Bureau (Housing Authority) and real estate transaction management institutions should reasonably arrange the processing time and rotation staff of real estate transactions and other businesses, and the staff should wear masks for post service, strictly implement prevention and control measures, strengthen disinfection and epidemic prevention, keep the workplace clean and ventilated, and provide high-quality and efficient services. Face-to-face communication with customers should be avoided as far as possible, and communication can be made by telephone information reservation, paper delivery and other safe means. Personnel returning to work should consciously cooperate with the epidemic prevention and control work of business departments. All staff entering the department or real estate transaction hall should consciously wear masks and cooperate with temperature detection to reduce the stay time.
