The existing garbage disposal site in our county is located in the west of the county 10 km, covering an area of 80 mu. It was completed and put into use in 2004, and it is in a saturated state. The landfill is about 1000 meters away from the surrounding villages.

There are two ways to collect garbage: one is that residents' garbage is transported to the garbage station around the community by residents or community health personnel, or collected by sanitation personnel to the transfer station; One is street garbage; Centralized collection by sanitation and cleaning personnel to the nearest garbage transfer station.

Garbage transportation: Forklifts and dumpers are used to transport garbage. Garbage can basically be cleaned up daily.

Garbage disposal method: simple landfill. Use the terrain to pour into the ravine, then shovel the soil with a forklift to cover it, and then spray it for disinfection.

Construction of garbage transfer stations: There are 4 domestic garbage transfer stations and 1 1 temporary garbage dumping ponds in our county, and the average service radius of garbage transfer stations exceeds 1000 meters.

Second, the existing problems

The littering phenomenon is serious, the garbage bagging rate is low, the garbage exposure time is long, and the garbage is basically not classified.

III. Future Work Plan

(1) Before June 65438+February this year, our county will complete the construction of garbage compression station. In this year and next, our county will adopt garbage compression and transport it to six urban garbage disposal sites for treatment, which can greatly improve the garbage harmless treatment rate without affecting the surrounding environment of the original Nanling garbage disposal site.

(2) Replace and add two garbage trucks, and strengthen the removal capacity to adapt to the situation of increasing daily garbage output.

(3) In combination with the newly promulgated Measures for the Management of Domestic Waste, we will strengthen the investigation and punishment of littering and dumping, continuously improve the garbage bagging rate and reduce the garbage exposure time.

With the development of economy, the increase of population, the expansion of cities and the improvement of consumption level, the amount of municipal solid waste is increasing, and the problem of municipal solid waste is becoming more and more serious. According to statistics, the amount of urban solid waste in China has reached more than 7 billion tons, occupying about 600 million square meters of land. In 20xx, 668 cities in China cleared about 250 million tons of domestic garbage every year, with an annual growth rate of 8%- 10%, among which about 200 cities were surrounded by garbage pollution. The rapid growth of municipal solid waste has become one of the four major environmental pollution in China. According to statistics, in 20xx, the urban population of Dezhou was 530,000, and with the floating population, the total daily garbage output reached 1 10,000 tons (550 tons of garbage and 450 tons of feces). The large amount of garbage has seriously affected the economic development and the physical and mental health of residents in Dezhou, and has become one of the key problems to be solved urgently. In recent years, our city has invested a lot of manpower, material resources and financial resources in the collection, transportation and treatment of garbage, and achieved certain results, but generally speaking, it still cannot meet the needs of urban construction, urban management and urban environment. To solve the garbage problem, we need to find new methods.

First, comprehensive management is fundamental.

At present, the international trend of garbage disposal is "integrated waste management", that is, mobilizing everyone to participate in the "3r" action, that is, reducing waste, reusing and recycling everything. When consumers in the whole society do this, the total amount of domestic garbage will be greatly reduced. The comprehensive treatment of garbage should start from the source, so that every family and every citizen can realize that they are victims, producers and managers of pollution, so as to minimize the amount of garbage, and adopt scientific treatment methods such as classification, sorting and incineration to make the generated garbage resource and harmless.

Second, adjust the management system.

According to the principle of separating government from enterprise and the general requirements of "two-level government, three-level management and four-level network", we should choose the countermeasures suitable for our city's situation and actual stage, establish a scientific and reasonable trinity sanitation management system of management, operation and supervision, and strive to establish an operation mechanism that meets the requirements of the socialist market economy system and the law of sanitation development, so as to achieve full coverage of the city, all-round seamless management and ensure the urban environment.

With the correct leadership of the county party committee and government and the strong support of relevant departments, our county regards domestic waste classification as the key work to promote the construction of ecological civilization and improve the urban and rural living environment, increase investment, standardize classification standards, strengthen publicity and education, and improve the operation mechanism. The county has identified 20 pilot units for the classification of domestic waste, striving to promote the reduction, recycling and harmless treatment of domestic waste, and initially formed a working pattern of "government-led, department-led and pilot-driven". Strengthen organizational leadership. The county party committee and government attach great importance to the classified treatment of domestic garbage. The executive meeting of the county government made a special study, organized relevant departments to learn from advanced areas such as Tunliu County, Zhangzi County, urban areas and suburbs in Jiangsu and Zhejiang, and set up a leading group with Qin, deputy head of the county, and 25 relevant departments, township heads and community neighborhood committees as members, responsible for the overall coordination of the county's domestic waste classification and treatment work. Second, standardize the classification standards. We use the experience of advanced regions and counties for reference, and combine the reality of our county to adopt "four-division" and "two-division" respectively to define the disposal methods. In rural areas, domestic garbage can be divided into four categories: muck garbage, recyclables, harmful waste and other garbage. For coal briquettes, coal ash and other muck wastes, they are collected by pickup trucks in the village and buried on the spot; Recyclable materials such as paper and metal are collected by farmers or village cleaners and recycled at home by recycling companies. The battery and electronic hazardous wastes are collected once every 10 day by village cleaners and once every month by villages and towns, and then sent to city pickup trucks for collection, and then sent to landfill sites for harmless treatment.

In the residential area of the county, wet garbage such as leftovers, peels and stones of melons and fruits are collected by the sanitation department and sent to the fertilizer plant for fermentation and fertilizer production; For recyclables, they are collected by residents or residential properties, and recycling companies pay for recycling regularly; For harmful waste, the sanitation department will collect it once in January and send it to the harmful waste treatment plant in the city for treatment. Other garbage is collected daily by the sanitation department and sent to the county landfill for harmless treatment. "Dichotomy" can be applied to government agencies, schools, hospitals and other public institutions, so that things and other garbage can be recycled. Recyclable materials are collected by public units, and other garbage is collected daily by the sanitation department, so as to achieve Nissan Nissin. Although we have done some work in promoting the classification and treatment of domestic waste and achieved some initial results, there are still some problems objectively, such as the weak atmosphere of public opinion, the weak sense of mass classification, the lack of relevant supporting facilities, the lack of funding research, and the unresolved problems of transshipment facilities and terminal treatment of garbage classification. In this regard, we will take the pilot as the driving force, carefully study and promote the good experiences and practices of pilot units, residential areas, villages, schools and hospitals one by one.
