The staff said that according to the "Implementation Measures for the Management of Property Service Charges in Xiaoshan District of Hangzhou", "during the early property management period, the electricity charges consumed by the operation of high-energy-consuming facilities and equipment such as public elevators, booster pumps, independent water systems in residential areas and central air conditioners can be shared with the owners separately." This regulation only shows that the property can charge energy consumption, and does not involve the details of the "secondary pressurization fee".

The staff said that the pressurization equipment used in each community of high-rise residential buildings may be different, and the energy consumption is also different. The property is apportioned according to the expenses generated by the pressurization of the community, and appropriate charges are also allowed.
