The owners' committee shall convene a meeting in accordance with the rules of procedure of the owners' congress and the decisions of the owners' congress. If the director or deputy director of the owners' committee fails to convene a meeting of the owners' committee without justifiable reasons, the district or county real estate administrative department or subdistrict office or township people's government where the property is located may designate other members of the owners' committee to convene a meeting of the owners' committee.
