Article 4 The municipal and district (county-level city) people's governments shall establish a parking management and service coordination mechanism, improve the management and service system, formulate policies and measures, and study and solve major problems.

Town People's Government and sub-district offices are responsible for organizing and coordinating the management and service of vehicle parking within their respective jurisdictions, and guiding residents' committees, owners' congresses, owners' committees and property service enterprises to carry out parking order management.

Article 5 The traffic management department of the public security organ is the comprehensive coordination department of parking management and service, and is responsible for the supervision and implementation of matters determined by the coordination agencies of the municipal, district (county-level city) people's governments, the management of parking order in roads, and the filing of parking lots and road parking spaces.

Chapter II Planning and Construction of Parking Facilities Article 8 The traffic administrative department of the public security organ of a city or county-level city shall, jointly with the departments of natural resources, planning, housing and urban and rural construction, work out a special parking plan according to the national spatial planning and the comprehensive urban traffic planning, and implement it after it is approved by the people's government at the same level.
