The Administrative Measures require insurance companies to formulate an implementation plan for project quality risk assessment, and entrust an independent third-party risk management agency to implement risk management in the whole process of project survey, design, construction and maintenance.

At the same time, it is stipulated that after the potential defect insurance of engineering quality is insured, the insurance company shall bear the insurance liability agreed in the contract to repair the quality problems of residential projects, reduce all kinds of disputes and social contradictions caused by the failure to find the warranty subject, and ensure that the quality problems of residential buildings are repaired and managed.
