First, gradually liberalize regional control. Second, restore production order in an orderly manner. Enterprises in construction sites, industrial parks, people's livelihood security and other fields strictly implement the main responsibility and various prevention and control measures, and return to work in an orderly manner. Encourage qualified enterprises to implement closed management of employees in the factory or "two points and one line" closed management between enterprise communities.

Third, make every effort to ensure the safety of people's lives. Commercial supermarkets, farmers' markets, autumn vegetable markets, pharmacies and medical institutions that guarantee the basic livelihood of residents can operate under the premise of strictly implementing prevention and control measures such as code scanning, wearing masks, temperature measurement and disinfection, and those that do not meet the epidemic prevention and control regulations will be shut down. Dining places are temporarily closed. Convenience markets, theaters, libraries, bath centers, barbershops, Internet cafes, bars, KTV and other places are temporarily closed. Streets and communities should provide convenience for the emergency needs of residents in areas that have not been liberalized, such as medical treatment and hospitalization.

Fourth, do a good job in the health management of floating population. To ensure the basic operation of the city, the floating population such as medical and health care, express delivery, property sanitation, security and cleaning, market supply and law enforcement duty should strengthen health monitoring, strictly do personal protection, and strictly implement the "inspection should be carried out". Delivery personnel such as express delivery and take-out are temporarily not allowed to enter residential areas.

Fifth, strengthen community prevention and control. Strengthen the organization and guidance of community prevention and control work, establish and improve community prevention and control classes in towns and communities one by one, and implement normalized community prevention and control measures. Business premises within the jurisdiction should strictly implement prevention and control measures such as disinfection and sterilization, on-site code scanning, wearing masks and temperature measurement. Residents should strengthen personal protection and advocate wearing N95 masks in public places.
