Putonghua is a language with modern definition, and its appellation and definition vary from place to place. It is called "Putonghua" in Chinese mainland and "Mandarin" in Taiwan Province Province, with Beijing dialect as the standard pronunciation, northern dialect as the basic dialect and modern defined vernacular as the grammatical norm. Languages other than Chinese are usually called "Chinese" or "Mandarin". Mandarin is also called Hu Yu, Mandarin, Mandarin and hoop.

At the 1955 National Conference on Character Reform and the Academic Conference on Standardization of Modern Chinese, Putonghua was defined as a homonym of modern China with Beijing accent as the standard pronunciation, northern dialect as the basic dialect and typical modern vernacular as the grammatical norm. This definition essentially puts forward the standard of Putonghua from three aspects: pronunciation, vocabulary and grammar.

"Taking Beijing dialect as the standard pronunciation" means recognizing and spelling Roman letters based on the phonetic system of Beijing dialect and Beijing dialect. However, we don't copy all the pronunciations of Beijing dialect. Putonghua is not equal to Beijing dialect, let alone the earliest Beijing dialect.

As far as vocabulary standards are concerned, Putonghua is "based on the northern dialect", that is, it is based on the common sayings in the vast northern dialect area, and at the same time it should absorb the required vocabulary from other dialects. Mandarin is very similar to the northern dialect, with strong internal consistency. Northern dialects (similar to Mandarin dialects) are divided into Northern Mandarin, Jianghuai Mandarin, Southwest Mandarin and northeastern mandarin. Among Chinese dialects, it is the most widely distributed in Chinese mainland, and its users account for a large part of the total population of China.

The grammatical standard of Putonghua is "taking typical modern vernacular works as grammatical norms", which includes four meanings: "model" means excluding atypical modern vernacular works as grammatical norms; "Vernacular" means excluding classical Chinese; "Modern vernacular Chinese" is a part of modern vernacular Chinese works since the May 4th Movement, excluding the early vernacular Chinese before the May 4th Movement. "Work" refers to the written form of Putonghua, which is based on spoken language, but it is not equal to ordinary spoken language, but a processed and refined language. The grammar of Putonghua is based on the modern vernacular masterpieces of Lu Xun, Mao Dun, Bing Xin and Ye Shengtao, and it must also be a "general use case" in these modern vernacular works.

Mandarin is also the official national language of China. It is used all over the country, including ethnic autonomous areas and areas where ethnic minorities live in compact communities. Article 19 of the Constitution of People's Republic of China (PRC) stipulates: "The State promotes the common Putonghua throughout the country". The Law of People's Republic of China (PRC) on National Common Language and Characters established the legal status of Putonghua and standardized Chinese characters as "national common language and characters".
