Tianjin housing subsidy policy
Article 1 In order to do a good job in the management of rental subsidies for economic rental housing and solve the problem of transitional housing placement for low-income families in urban housing demolition, these Measures are formulated in accordance with the Measures of Tianjin Municipality on the Administration of Economic Rental Housing (No.[2004]1/KLOC-0, hereinafter referred to as the Measures).
Article 2 These Measures shall apply to families that meet the conditions of economic rental housing. If they choose rental housing through the housing market, the management department shall issue rental subsidies to them according to the prescribed standards.
Article 3 The Economic Rental Housing Management Center of the Municipal Real Estate Administration (hereinafter referred to as the "Management Center") is responsible for the management of economic rental housing and the payment of rental subsidies.
Article 4 The management center shall subsidize the lessee who rents the economic rental house, and the rent subsidy standard shall be determined according to the number of family members with the same household registration, among which the single-family family shall subsidize 200 yuan every month; Three-person or two-person families subsidize 300 yuan every month; A family of three subsidizes 400 yuan every month.
Article 5 The application conditions, application elements and application procedures for renting economic rental housing shall be implemented in accordance with the procedures of acceptance, publicity and review stipulated in the Measures and the Operating Rules for Allocation of Economic Rental Housing in Tianjin. The Office of the District Housing Committee will issue the Qualification Certificate for Tianjin to enjoy the economic rental housing subsidy for three months to the audited eligible applicants (hereinafter referred to as the "applicants"). Applicants who have purchased commercial housing, affordable housing, private housing, public housing use rights or rented low-rent housing or economic rental housing and their family members with the same household registration may not apply for subsidies for renting economic rental housing.
Article 6 An applicant who holds the qualification certificate of Tianjin Economic Rental Housing Rent Subsidy shall rent the housing in the housing market by himself, but shall not rent the housing of a lessor who has a close relationship with the applicant or the applicant's spouse. Within 30 days from the date when the applicant and the lessor sign the house lease contract (in quadruplicate), both parties to the lease shall go through the formalities of house lease registration and filing with the family residence booklet and other necessary documents for house lease registration and filing, and the applicant shall go through the formalities of house lease registration and filing with the local real estate administration with the Qualification Certificate of Tianjin Municipality for Enjoying Economic Rental Housing Subsidy. The lease registration and filing department of the District Real Estate Administration shall verify whether the house lease relationship is true and whether the two parties are close relatives. If the verified lease relationship conforms to the provisions of these measures, it shall be stamped with the seal of "Economic Rental House" on the "Tianjin Housing Rental Registration Certificate". The term of the house lease contract signed by both parties shall not be less than one year.
Article 7 After handling the registration and filing of house lease, the applicant shall apply for lease subsidy to the management center with his ID card, household registration book, Tianjin economic rental housing rental subsidy qualification certificate, house lease contract and Tianjin registration and filing certificate, and fill out the Application Form for Tianjin Economic Rental Housing Rent Subsidy. The management center shall verify the requirements provided by the applicant within 5 working days. If it is verified to be correct, a copy of the housing lease contract, "Tianjin Economic Rental Housing Rent Subsidy Qualification Certificate" and other materials shall be retained, and the applicant's "Tianjin Economic Rental Housing Rent Subsidy Application Form" shall be signed and retained. At the same time, the applicant will be issued with the Notice of Payment of Security Deposit for Economic Rental Housing in Tianjin (in duplicate).
Article 8 The specific standard of the lease deposit for renting economic rental housing is: single-family 1 1,000 yuan; 20,000 yuan for a three-person family; 30,000 yuan for families with more than three people.
Article 9 The applicant shall hold the Notice of Tianjin Economic Rental Housing Security Deposit and deposit the security deposit in the designated bank at the specified time and amount. After the bank receives the money, the offspring housing security management office will issue a payment voucher (in triplicate) for the applicant, and keep the second copy of the Notice of Tianjin Economic Rental Housing Leasing Margin, and return it to the applicant after the first copy of the Notice of Tianjin Economic Rental Housing Leasing Margin is stamped with the "cash receipt" chapter. The receiving bank will transfer the applicant's money to the management center the next day. Failing to pay the lease deposit within the time limit shall be regarded as giving up the application for economic rental housing subsidies.
The lease deposit shall be calculated with reference to the deposit interest rate of the housing provident fund, and the principal and interest shall be settled in one lump sum when the applicant stops enjoying the lease subsidy.
Article 10 The applicant shall submit the first copy of the Notice of Deposit Payment for Economic Rental Housing in Tianjin to the management center for retention, and the management center shall issue the Notice of Receiving Rental Subsidies for Economic Rental Housing in Tianjin (in duplicate) and issue a bank savings passbook.
Eleventh rental subsidies are paid monthly, and the payment period is calculated according to the natural month. If the effective month of the house lease contract is 15 days but less than 1 month, the lease subsidy shall be paid as one month; Less than 15 days, excluding rental subsidy. Rental subsidy funds should be transferred to the bank savings passbook opened by the applicant by the management center before the 25th of each month.
Article 12 The applicant shall enjoy the lease subsidy within the validity period of the lease contract. The applicant can enjoy the rental subsidy within 3 years from the date of enjoying the rental subsidy. Within 3 years, the family rental subsidy will not be adjusted in principle. If the lease contract is terminated or the lease subsidy has been enjoyed for 3 years, the management center will stop issuing the lease subsidy. If the applicant and the lessor terminate the lease contract in advance, the applicant shall inform the management center in the month when the lease contract is terminated.
Article 13 The management center shall record the situation that the families with rent have enjoyed the rental subsidy, and send a written notice to them one month before the expiration of the housing lease contract signed by the families with rent, or one month before the expiration of the rental subsidy for the families with rent, prompting them to stop issuing the rental subsidy.
The management center shall submit the detailed distribution of economic rental housing to the municipal housing security management office one month before stopping the payment of rental subsidies, and submit the situation of stopping the payment of rental subsidies next month. City housing security management office from the management center to stop issuing rental subsidies from the month, to stop the allocation of rental subsidies to the management center.
Fourteenth families who are still unable to solve their own housing problems after enjoying the lease subsidy for three years may be extended by the management center upon the application of the original applicant and the approval of the competent department. During the extension period, the monthly rental subsidy standard will be reduced by 20% of the original subsidy standard every year until it is cancelled after 5 years. The relevant policies for the withdrawal of economic rental housing and the extension of subsidies shall be formulated separately by the Municipal Real Estate Management Bureau.
Article 15 If the applicant's family enjoys the expiration of the lease subsidy or the applicant's family requests to withdraw from the economic rental house in advance and terminate the payment of the lease subsidy, the municipal housing security management office will refund the principal and interest of the lease deposit by the "Tianjin Economic Rental House Lease Deposit Refund Form" issued by the management center.
Article 16 The municipal housing security management office and the management center shall set up special accounts for rental subsidy funds for economic rental houses respectively, and implement accounting management for special funds for rental subsidy funds.
Article 17 Before 10 every month, the management center will submit the distribution and subsidy details of the economic rental houses rented last month to the municipal housing security management office, and the municipal housing security management office will transfer the subsidies to the special account of the management center before 15 every month.
Eighteenth management center should be in the month 10 before the last month's economic rental housing rental subsidies were submitted to the Municipal Housing Authority and the Municipal Housing Security Management Office.
Nineteenth management center should regularly check the situation of the applicant's family renting housing, and both the lessor and the lessee should be inspected. The relevant departments shall provide convenience for inquiring about the applicant's rental and purchase of housing. If the applicant does not accept the inspection, the rental subsidy can be suspended. The applicant falsely reports or conceals the family population, income, housing, etc. Or forged relevant certificates, the applicant cancels the lease contract in advance and fails to inform the management center in time. Once verified, the applicant is disqualified from enjoying the economic rental housing, and the fraudulent lease subsidy is deducted from the lease deposit paid by the applicant.
Twentieth staff of relevant departments should conscientiously perform their duties. Those who neglect their duties, abuse their powers, practise fraud or engage in malpractices for selfish ends will be severely dealt with according to law.
Article 21 These Measures shall come into force as of the date of promulgation.
