Over the past three years, many documents have been issued to regulate the real estate market.

Since July this year, the Ministry of Housing and Urban-Rural Development and other eight departments jointly issued the Notice on Continuously Standardizing, Governing and Rectifying the Order of the Real Estate Market (hereinafter referred to as the Notice), a massive three-year rectification of the property market is being carried out nationwide.

On the day before the Mid-Autumn Festival holiday, the Housing and Construction Department of Jiangxi Province officially released the "Three-year Action Plan for Continuously Rectifying and Regulating the Order of the Real Estate Market in Jiangxi Province", covering all aspects of real estate trading activities, focusing on rectifying projects and enterprises with many complaints and outstanding reporting problems since 2020.

According to the incomplete statistics of the Securities Daily reporter, before this, six provinces including Yunnan, Hainan, Guangdong, Hebei, Anhui and Fujian, as well as Zibo, Suzhou and Hohhot have successively issued documents to rectify and standardize the order of the real estate market. From the content point of view, real estate development, housing sale, housing lease and property services are the focus of rectification.

"This is conducive to standardizing the order of the real estate market and forming a complete regulatory closed loop." Yan Yuejin, director of the think tank center of Yiju Research Institute, said in an interview with the Securities Daily that the goal of "striving to achieve a significant improvement in the real estate market order in about three years" proposed by the Ministry of Housing and Urban-Rural Development indicates that the rectification action will be more sustainable and more normal. It is undoubtedly helpful to consolidate the positive effects of the current property market regulation and control by cooperating with the "upgraded version" of the new regulation and control policy introduced in many places this year to achieve the "three stability" goal.

In fact, with the continuous warming of the real estate market in recent years, some developers cut corners, publish false advertisements, lease companies deduct rents, and property charges are opaque.

In this regard, as early as 20 18, seven ministries and commissions, including the Ministry of Housing and Urban-Rural Development, jointly issued a notice, deciding to carry out special actions to control the chaos in the real estate market in 30 cities, including Beijing and Shanghai, from the beginning of July 20 18 to the end of February 2065 438+08. Subsequently, in 20 19, six departments, including the Ministry of Housing and Urban-Rural Development, started to rectify the chaos of housing leasing agencies again.

Ni Hong, deputy director of the Ministry of Housing and Urban-Rural Development, said a few days ago that although the above work has achieved remarkable results, driven by interests, individual real estate market entities are still taking risks to disrupt the order of the real estate market, and violations of laws and regulations have occurred from time to time. In this context, the eight departments jointly issued the "Notice" in the hope that after three years, the real estate market order will be significantly improved, illegal acts will be effectively curbed, the supervision system will be continuously improved, the supervision information system will be basically established, the work pattern of various departments will be gradually formed, and the number of complaints from the masses will be significantly reduced.

From the perspective of policy implementation, some areas have achieved positive results. For example, once the case of "deep house management" is investigated in Shenzhen, the relevant personnel will be criminally detained according to law. For another example, after the publication of the Notice, Guangdong Province investigated and dealt with a number of illegal real estate enterprises, including 24 real estate development enterprises, 30 intermediaries and 2 1 property service enterprises.

In addition, since the beginning of this year, cities and counties in Hainan Province have also investigated and dealt with illegal acts such as buyers evading the purchase restriction policy to defraud the qualification of buying houses, developers selling commercial houses illegally, intermediaries and employees operating illegally, and chaotic management of commercial housing sales sites. Data show that since the beginning of this year, Hainan Province has inspected 7 projects11,inspected 552 real estate development enterprises and inspected 752 intermediaries, ordered 205 enterprises and institutions to rectify, interviewed 222 enterprises, suspended 59 enterprises for rectification, notified 40 enterprises, cancelled 7 enterprises, and imposed a fine of 5,928,600 yuan, with a proposed penalty of 965,438 yuan.
