In the early years, due to the implementation of the state-owned housing system in China, all houses were state-owned and rented by units (the origin of early public rental housing). The maintenance and management of houses are the responsibility of the national government (that is, the Housing Authority). Residents only bear the cost of water, electricity and energy, as well as the extremely low cost of sanitation and garbage.

After the housing system reform in the 1980s, the property rights were owned by the owners themselves. The state is no longer the owner of the house, nor does it assume the responsibility of housing management. Instead, the property management company provides corresponding services. This has created a huge problem-in the past, during the period of state management, although the property services were poor, they were all free. The cost is the same as that provided by the property management company, but there is a charge. Paying for services is still a new thing for China people.

So people gradually divided into two categories. One is that the government did not collect money in the past. Why does your property company accept it? I don't want property services. Can I continue to let the government provide free services?

The other is that I pay the service fee of the property management company, which is my servant and slave, and you have to do whatever I ask you to do.

Blind expansion leads to the low quality of personnel in property management companies. Project managers and supervisors of foreign property companies must receive relevant professional training in universities before they can take up their posts. In China, the employment threshold of property practitioners has been lowered all the way, from universities to junior colleges, technical secondary schools and high schools ... Now, except for project managers, almost all other positions can be employed as long as they are not illiterate. The low quality of employees leads to low service awareness, which will naturally lead to contradictions.
