Chapter I General Provisions Article 1 In order to strengthen the management of urban environmental sanitation and keep the city clean and tidy, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Urban Appearance and Environmental Sanitation and combined with the actual situation of this Municipality. Chapter II Construction and Management of Environmental Sanitation Facilities Article 7 The construction of environmental sanitation facilities such as public toilets, garbage transfer stations, environmental sanitation studios and garbage disposal sites shall be incorporated into urban planning. No unit or individual may arbitrarily change the nature of the use of land for environmental sanitation facilities as determined by urban planning. Article 8 During the development of the new area and the transformation of the old area, the construction unit shall include the funds needed for the construction of environmental sanitation facilities into the budgetary estimate of the construction project, and design, construct and accept at the same time as the main project.

The municipal environmental sanitation administrative department and the district environmental sanitation administrative department shall participate in the site selection, design review and completion acceptance of environmental sanitation facilities construction projects.

After the completion of a new residential building, it shall meet the working conditions of environmental sanitation, and the district environmental sanitation administrative department and the construction unit shall go through the formalities of environmental sanitation handover in time. Article 14 It is forbidden to dig in the land or workplace of environmental sanitation facilities, not to discharge corrosive, inflammable, explosive or highly toxic substances into environmental sanitation facilities, and not to burn substances in environmental sanitation facilities. Chapter III Management of Cleaning and Cleaning Article 15 Cleaning and cleaning must conform to environmental sanitation quality standards, and road cleaning and cleaning personnel shall not sweep garbage and dirt into rainwater wells on both sides of the road.
