(1) Basic

The Totti River Bridge project is a construction project of Fengda Highway from Fenghuang County, Hunan Province to Daxing Airport in Tongren, Guizhou Province, and it is an important control project. The total length of the bridge is 328.45 meters, the deck width is 13M, the longitudinal slope is 3%, the bridge span is a four-hole 65m articulated arch bridge, and the other sections are catenary. The pier is 33 meters high and is a stone arch bridge. In June 2003, Hunan Provincial Department of Land and Resources approved the preliminary design of Fenghuang large-scale expressway project, and in February of the same year approved the report of Fengda Expressway project. Tuojiangdi Bridge started on March 2, 2004/kloc-0, and the planned construction period is 16 months. At the time of the accident, the filling materials for the soffit, side wall and arch of the bridge have been basically completed, and the demolition work is nearing completion. It is planned to complete all the bridge construction projects by the end of August 2007 and open to traffic on September 20 as a gift for the 50th anniversary of Xiangxi Autonomous Prefecture.

Construction unit: Xiangxi Phoenix Highway Construction Co., Ltd. (hereinafter referred to as "Phoenix Company"), a state-owned enterprise of Xiangxi Autonomous Prefecture People's Government. Design and geological exploration unit of public Huagang Research Institute affiliated to Changsha University of Science and Technology. As the main arch of the bridge, the masonry material does not meet the specification and design requirements, the superstructure of the bridge is unreasonable in the construction process, and the masonry quality of the main arch ring is poor, which reduces the integrity and strength of the masonry structure. With the increase of the load on the arch, the whole bridge collapsed rapidly under a broken arch close to the number 0, that is, the strength of the second abdomen limited the influence of the collapsed masonry arch effect.

2。 The accident mainly

First of all, the project manager of Tuojiang Bridge in Dagongdi Road No.7 Company and the construction unit Feng Highway and Bridge Construction Corporation changed the construction scheme of the main arch without authorization, and the site management was chaotic, and the construction of the main arch ring did not meet the specifications. When the main arch ring did not reach the design strength, the construction work of withdrawing the frame began. Second, the construction unit Xiangxi Phoenix Highway Construction Co., Ltd. (referred to as "Fengda Company"), the project management is chaotic, and the construction unit is not seriously urged to rectify the construction quality problems found. Fifth, the quality supervision departments of traffic bridge projects in Hunan and Xiangxi have seriously neglected their duties in quality control.
