Article 1 In order to strengthen the collection and standardized management of property maintenance funds in this Municipality, and ensure the normal maintenance and renewal of residential buildings and facilities, these Measures are formulated in accordance with the regulations of Jiangsu Province on property management and other relevant national and provincial laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the collection, use, management and supervision of * * parts, * * facilities, equipment and property maintenance funds (hereinafter referred to as maintenance funds) of newly-built commercial housing (including affordable housing, housing projects and fund-raising housing) and sold public housing (including directly-managed public housing and self-managed public housing) in the urban areas of this Municipality (including development zones). Article 3 If there are more than two owners in a property management area, a maintenance fund shall be established. The maintenance fund shall be deposited in the financial account set up by the municipal financial administrative department (hereinafter referred to as the municipal financial department) in the designated bank, and the municipal real estate administrative department (hereinafter referred to as the municipal housing management department) shall make separate accounts and establish separate accounts, which shall be specially used for the maintenance, renewal and transformation of the parts, facilities and equipment used by the house after the expiration of the warranty period due to natural damage or force majeure.

Municipal public facilities and related equipment and facilities within the property management area shall be maintained by municipal, water supply, power supply, gas supply, communication, cable TV, sanitation, greening and other departments according to regulations, and the original responsibilities and maintenance methods shall remain unchanged. If the relevant department entrusts the property management enterprise with maintenance, it shall pay the maintenance fee. Article 4 The municipal housing management department is responsible for the collection, use, audit and escrow of the maintenance funds in this Municipality, and the municipal finance department is responsible for supervising the use of the maintenance funds. Article 5 Maintenance funds shall be paid according to the following standards:

(a) the purchase of multi-storey commercial housing (below seven floors, including seven floors), the purchaser should pay according to the construction area of 30 yuan/square meter; For the purchase of high-rise commercial housing (above seven floors, excluding seven floors) or multi-storey commercial housing with elevator, the purchaser shall pay according to the construction area of 45 yuan/m2.

(two) the purchase of public housing, the sale of units in accordance with the sales of multi-storey housing 20%, high-rise housing or multi-storey housing with elevator to pay 30%; The buyer shall pay 1% of the purchase price.

Article 6 Maintenance funds shall be raised according to the following procedures:

(a) for the purchase of commercial housing, the purchaser and the selling unit shall respectively stipulate in the contract the payment amount and responsibility of the maintenance fund and the purchase price, and deposit them in the financial special account at one time before handling the registration of housing ownership.

(two) the purchaser of public housing shall stipulate the amount and responsibility of the maintenance fund and the purchase price in the contract.

The purchaser pays the maintenance fund to the selling unit, and the selling unit shall deposit the maintenance fund extracted by the unit into the financial special account.
