Recently, the Municipal Housing and Construction Bureau and the Finance Bureau jointly issued the "Administrative Measures for Raising Funds for Property Service Fees in Old Residential Areas in Ningbo (Trial)". The method is clear. For the old residential areas that have been completed and delivered before the end of 2000 and the charging standard has been adjusted to the lowest property service charging price, the financial department will give subsidies in the form of awards and subsidies every year, and the award and subsidy funds will be earmarked for the use of * * * and the maintenance of * * facilities and equipment. The subsidy standard is 0. 15 yuan per square meter per month.

The "Measures" clarify that old communities that can enjoy municipal financial awards are within the scope of Haishu, Jiangbei and Yinzhou Ring Expressway.

It is reported that the lowest price standard of property services in Ningbo is: 0.70 yuan per square meter for residential areas with elevators and 0.60 yuan per square meter for residential areas without elevators. In accordance with the requirements of "ensuring the bottom line", the finance arranges certain special funds every year to reward and supplement the old communities that meet the above conditions. The reward method must be three years.

Special funds for incentives and subsidies follow the principle of "government guidance, awarding subsidies, earmarking, early adjustment and more subsidies" and are included in the municipal budget every year. At the same time, the "Measures" stipulate that no reward will be given, that is, "the old community whose price of property services is lowered (lower than the minimum price of property services) in the middle of price increase, or the old community whose price increase is in place but the collection rate is lower than 70%".
