It is reported that on July 28th this year, the 31st meeting of the Standing Committee of the 13th National People's Congress of Jiangxi Province deliberated and passed the Regulations on Residential Property Management in Yichun City, which will be officially implemented on June 5438+ 10/day.
The bill is divided into general provisions, property management areas and supporting facilities, pre-property, owners, owners' organizations and property management committees, property management services, use and maintenance of property, legal liabilities, and supplementary provisions. The main contents are as follows:
Chapter I General Provisions, Article 9. It mainly stipulates the legislative purpose, scope of application, property management principles and the division of responsibilities between the government and its departments and towns (streets).
Chapter II Property Management Areas and Supporting Facilities, with nine articles in total. It mainly stipulates the division of property management areas, property management houses, infrastructure and supporting service facilities, parking garage ownership, etc.
Chapter III Prepaid Property consists of five articles. The key point is to make provisions on the selection and employment of property service enterprises in the early stage, property quality warranty and property inspection.
Chapter IV Owners, Owners' Organizations and Property Management Committees, Article 14. It mainly stipulates the rights and obligations of the owners, the functions and powers of the first owners' meeting, the owners' committee and the property management committee and their composition.
Chapter V Property Management Services, Article 12. It mainly provides for property service contracts, property service items, rights and obligations of property service providers, property fees and emergency property services.
Chapter VI Use and Maintenance of Property Article 8. Mainly regulate the use of exclusive parts of the property, the use of some areas of the property and the use of maintenance funds for buildings and their ancillary facilities.
Chapter VII Legal Liability Article 5. It mainly stipulates the relevant legal consequences of violation of regulations by units and individuals and the legal responsibilities of staff of property management departments and other administrative organs who do not perform their duties according to law.
Chapter VIII Supplementary Provisions Article 2. Mainly refers to the time when the terms and regulations are implemented.
