Legal analysis: property management fees must be paid when the house is handed over, and the subject of payment has changed from a developer to a buyer since the check-in procedure. The owner shall pay the property service fee in accordance with the provisions of the property service contract. The collection time of the property management fee shall be implemented according to the agreement in the contract between both parties. Generally, the developer pays before the delivery of the house, and the buyer pays after the actual receipt of the house.

Legal basis: Article 41 of the Regulations on Property Management, the owner shall pay the property service fee according to the agreement in the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
