Chapter I General Provisions Article 1 In order to standardize government affairs, ensure the normal operation of government organs and reduce the operating costs of government organs, these Measures are formulated in accordance with the Regulations on Government Administration of the State Council and other laws and regulations, and in combination with the actual situation of this province. Article 2 These Measures shall apply to the organs at all levels in this province (hereinafter referred to as organs) engaging in the activities of administrative affairs with financial funds.

The term "organ affairs" as mentioned in these Measures refers to the related affairs such as fund management, asset use and logistics services to ensure the normal operation of organs. Article 3 Government affairs shall follow the principles of safeguarding official duties, practicing economy, being pragmatic and efficient, and being open and transparent. Fourth people's governments at or above the county level shall establish and improve the administrative system, promote the unified management of government affairs at the same level, establish and improve the management system and norms, and make overall arrangements and save resources.

All organs should implement centralized management of their own affairs and strictly implement their own affairs management systems and standards. Article 5 The competent department of organ affairs of the people's government at or above the county level shall manage the affairs of organs at the corresponding level and guide the affairs of organs at lower levels.

The competent department of government affairs of the provincial people's government is responsible for formulating rules, regulations and policy standards for the management of government affairs, organizing their implementation, being in charge of the work of government affairs of the province, and guiding the work of official vehicles of lower-level governments, domestic official reception, energy conservation of public institutions, and reform of the logistics system of institutions. Article 6 The departments of development and reform, finance, auditing and supervision of the people's governments at or above the county level and the competent departments of government affairs shall, in accordance with the division of responsibilities and in accordance with the provisions of relevant laws and regulations, strengthen supervision and inspection of the management of government operating funds, assets and services; The problems reported and found in violation of the open management system and standards of government affairs shall be promptly investigated and dealt with according to law. Article 7 People's governments at all levels shall adhere to the principle of separating the functions of government affairs management and logistics services, promote the socialization reform of government logistics services, official vehicles and official reception services, and establish and improve relevant management systems. Chapter II Management of Funds Article 8 All organs shall strengthen the management of funds, improve the efficiency of the use of funds, and establish and improve the system of funds disclosure in accordance with the relevant provisions of the state government information disclosure.

The term "operating expenses" as mentioned in these Measures refers to the funds used to purchase goods, projects and services to ensure the operation of the organs. Ninth administrative departments of the people's governments at or above the county level shall, according to the basic needs of government operation, combined with the local economic and social development level, formulate the physical quota and service standards required for government operation, and promote the equality and unity of security services.

The quota of physical objects for organ operation mainly includes the standards of quantity, quality, technology, etc. required for the operation of organs, such as office buildings, official vehicles, office equipment, office furniture, etc.

The service standards for the operation of organs mainly include the content and grade standards of services needed to ensure the operation of organs, such as meetings, travel, training and property services. Article 10 The financial department of the people's government at or above the county level shall, according to the physical quota and service standards, refer to the market prices of related commodities, projects and services, and organize the formulation of the quota standards for the operating expenses of organs and related expenditure standards; According to the quota standard of budget expenditure, combined with the responsibilities, nature and characteristics of each organ, and in accordance with the principle of total control and strictness, the quota method is adopted to prepare the operating budget of the organ. Article 11 People's governments at or above the county level shall include official reception fees, official vehicle purchase and operation fees, and expenses for going abroad on business in budget management, and strictly control the scale and proportion of official reception fees, official vehicle purchase and operation fees, and expenses for going abroad on business in the total government operating budget.

Each organ shall, according to the needs of the work and the operating budget of the organ, formulate an expenditure plan for official reception, purchase and operation of official vehicles, and expenses for going abroad (territory) on business, and shall not misappropriate other budgetary funds for official reception, purchase and operation of official vehicles, or going abroad (territory) on business. Article 12 The department in charge of organ affairs of the people's government at or above the county level shall, according to the needs of the organs at the corresponding level and in combination with the actual situation of organ affairs management and financial resources, formulate demand plans for the construction and maintenance of office buildings, the upgrading of official vehicles, energy-saving renovation, logistics services and other matters of the organs at the corresponding level, and the use and management of funds shall be implemented in accordance with the relevant provisions of the budget management of the people's government at the corresponding level. Article 13 The procurement of goods, projects and services required by the organs for their operation shall be conducted by the government in accordance with relevant laws, regulations and provisions.

Government procurement should follow the principles of openness, transparency, fair competition, honesty and credibility, meet the requirements of energy conservation and environmental protection, and may not purchase luxury goods, super-standard services or purchase and build luxury office buildings. Fourteenth procurement agencies to purchase projects listed in the centralized procurement catalogue and organized by the centralized government procurement agencies shall not purchase by themselves in violation of regulations or evade centralized government procurement on the grounds of special projects; For projects whose technical specifications are easy to be unified, with the approval of the financial department, centralized government procurement agencies will implement batch centralized procurement.

Government centralized procurement institutions should establish and improve the internal supervision and management system, improve procurement efficiency, reduce procurement costs, ensure procurement quality, and give play to economies of scale. Chapter III Asset Management
