Walking into different schools, you can often see two different pictures; First, the "clean, tidy and beautiful" pleasant scenery; The other is the dilapidated scene of "dirty, chaotic and poor". The difference between the two environments reflects two completely different mental outlook and embodies two different educational concepts and management levels.
First, the connotation and characteristics of logistics management in primary and secondary schools
The definition of "logistics" in Ci Hai is: "Military terminology. Short for "logistics"; Ensure the services needed by the military in terms of materials, health, technology and transportation. " (1) The ancients said that "before the soldiers and horses moved, food and grass came first", which meant the importance of logistics support. Later, people introduced the military term "logistics" into schools and other departments, and made it clear that logistics management is an important part of school management, the basis for the smooth progress of school education and teaching, an important link to ensure the safety and stability of schools, and an important position to realize school work management, service and environmental education.
1. The connotation of logistics management in primary and secondary schools
Logistics management in primary and secondary schools is an important part of primary and secondary school management. It is a process of using certain management methods and means, adopting a series of specific management behaviors and measures, and giving full play to the role of human, financial and material resources of the school to achieve the goal of logistics work. At present, the contents of logistics management in primary and secondary schools mainly include: management of school canteens and student dormitories, management of purchasing and supplying living materials, medical security services for teachers and students, campus greening and environmental sanitation management, school infrastructure and maintenance, financial management, modern information technology education and comprehensive quality education for logistics personnel. Among them, student dormitory, school canteen and financial management are the routine work of school logistics management.
2. Characteristics of logistics management in primary and secondary schools

As we all know, logistics management is hard, the working hours are uncertain and the work content is diverse, but logistics work does not directly reflect the functions of a unit, but only serves to ensure the normal education and teaching activities of the school. Second, the principles of logistics management in primary and secondary schools
1. Overall effect principle

Adhering to the direction of running a socialist school is determined by China's socialist nature, educational objectives and tasks. Education and teaching is the center of school work, and the purpose of school logistics work is to serve education and teaching, scientific research and teachers' and students' lives, and to serve and manage education. Therefore, logistics managers should exert their fine tradition and style of hard-working and fearless in their daily work, and complete their tasks with a high sense of responsibility; At the same time, we should understand the laws of school education, teaching and logistics, and work creatively to make due contributions to the smooth progress of basic education reform.
3. Efficiency principle
School logistics should pay attention to benefits and must adhere to the principle of unity of social benefits and economic benefits. 4. Educational principles
Logistics management, like daily education and teaching, is a process of educating students, realizing management education and serving education. Adhering to the principle of education is a reflection of the objective laws of school management and is also determined by the functions of the school. For example, the design and construction of school buildings and the beautification of campus environment should be based on aesthetic education, making it appealing and edifying, better promoting students to love and cherish life, making students develop civilized behaviors and habits such as caring for public property and observing discipline, and gradually cultivating good social morality. In addition, logistics managers are both managers and educators. They must have a clear sense of education, be strict with themselves in their work, set an example and solve problems in management objectively and fairly, so as to better play the role of educating people.
Three, the main problems existing in the current logistics management of primary and secondary schools
1. Lack of hardware facilities
Insufficient investment in logistics service hardware facilities is the main problem in the development of most schools, especially rural primary and secondary schools. Some schools have a serious shortage of student dormitories, and students have to live in dangerous houses, which has many hidden dangers; The construction of student canteens in many schools does not meet the requirements of health standards, with small area, weak light and poor ventilation; Some schools have transformed classrooms, reading rooms, conference rooms and other comprehensive teaching purposes into classrooms or student dormitories; Even some schools arrange a large number of students' off-campus accommodation under the condition of tight on-campus accommodation, which will definitely bring great inconvenience to management, and the decline of management quality will inevitably affect the normal development of education and teaching.

Some school leaders don't know enough, pay enough attention to it, don't implement the personnel, and their responsibilities are not clear. At present, the logistics teams in many primary and secondary schools are mostly old, weak, sick and disabled, with low education level. Although this phenomenon is caused by some historical factors or objective reasons, it will inevitably lead to low work efficiency. However, such teams often have few experts and many laymen, do not understand scientific management, rely on experience to handle affairs, have imperfect logistics management system and poor implementation, and cannot meet the needs of basic education reform and modernization of science and technology management.
3. Pay attention to management results and ignore the management process.
The effectiveness of logistics management in primary and secondary schools should be reflected in being responsible for people. However, judging from the content and implementation of the logistics responsibility system in many schools, there are generally shortcomings, that is, only the results are emphasized and the process is ignored, that is, although there are rigid regulations on the logistics management objectives or achievements to be achieved, there are not many requirements on what specific measures or steps to take to achieve this goal or achieve this result, and no attention is paid to studying the laws of economic activities. Failure to act in accordance with economic laws and conduct economic management by economic means will often lead to irrationality in specific logistics work, resulting in overall deviation and dislocation of logistics management.
4. Single management form
Although some primary and secondary school logistics departments seriously follow the system, they ignore the changing reality of the school and the "shelf life" of the management system. If the system is regarded as the supreme "magic weapon" of logistics management, then these managers are bound to regard internal personnel as "machines" and the life of teachers and students and the supply of materials as "products", which leads to the difficulty in implementing the logistics management system and low management efficiency; However, the daily life of all teachers and students and the supply of school materials will be completely in the era of "planned economy", and the whole campus lacks humanistic atmosphere. Over time, some teachers and students will be dissatisfied because their normal life needs are not met.
Fourthly, the strategies and suggestions of scientific logistics management in primary and secondary schools.
1. Introduce the competition mechanism and strengthen the awareness of cost management.
Introducing competition mechanism into logistics management can enhance the innovative consciousness of logistics employees, cultivate their good personality quality, fully mobilize intellectual factors, enhance collective psychological coordination, produce more talents and protect talents. Therefore, we should actively explore, boldly reform, implement employee contract system, employment system, quality work system and cadre election system, constantly optimize the logistics team, and make the logistics personnel management mechanism more democratic and standardized.
Comrade Deng Xiaoping once said: "Those who engage in logistics should learn to be housekeepers and learn to do more with less money." A large part of the school's expenditure comes from the logistics department, such as water, electricity, equipment purchase and maintenance, infrastructure, greening and so on. While trying to "increase revenue", we should not forget to "reduce expenditure", which requires logistics managers to constantly strengthen their awareness of cost management, focusing on reducing costs and increasing efficiency and preventing the loss of benefits. Resolutely stop extravagance and waste, strictly control all kinds of employment, and gradually reduce labor costs. At the same time, further strengthen the management of teaching energy consumption, carry out cost accounting, constantly improve measurement methods, and reduce teaching expenses in principle in order to increase income.
2. Improve rules and regulations and standardize management procedures.
The ultimate goal of school logistics management is to serve the development of the school. Without scientific, practical and standardized rules and regulations and job responsibilities, it is impossible to promote the sound and rapid development of the school. Only by establishing a set of rules and regulations that are convenient for assessment can logistics work be based on evidence and rules, change people into the rule of law, truly establish the authority of the system, and form a scientific, standardized and standardized control system from top to bottom, thus avoiding all kinds of disadvantages brought by human factors. Under normal circumstances, the planning, organization and implementation of logistics work are relatively standardized, and the problems often lie in supervision and inspection and information feedback. Because the supervision and inspection work is often neglected, the information feedback is inaccurate and untimely, which leads to new contradictions in logistics work. No matter how careful the plan is, no matter how powerful the organization is, new situations and problems will appear in the concrete implementation. Logistics managers can grasp the overall situation and coordinate all aspects of work when the situation changes suddenly only through the supervision mechanism. Therefore, only by standardizing logistics management procedures and grasping all links can we ensure the smooth completion of various logistics tasks.
3. Adhere to scientific principles and innovate management system.
Scientific and strict management is the driving force to promote the healthy development of school logistics. The scientific nature of logistics management involves personnel, service, distribution and other aspects. The purpose of adhering to scientific management is to form a scientific and dynamic operating mechanism. Therefore, we must improve the scientific and cultural quality of managers through various means and strive to promote professional management through the professionalization of managers. According to the development plan of the school, the goals of each stage are formulated, and the realistic and feasible short-term goals are established on the basis of science according to the requirements of the overall goals. The management by objectives is implemented for logistics staff, that is, the advanced and scientific labor quota is formulated on the basis of practice, and it is used as the basis of labor remuneration to give play to individual enthusiasm and improve work efficiency.
In order to realize the innovation of management system, the logistics management department of primary and secondary schools must further improve the management system with the responsibility system as the main form, grasp the principle of combining responsibility, power and benefit, pay full attention to the study and research of management science, master and apply modern scientific management technology, and give play to the role of economic leverage. In the distribution system, we should conscientiously implement the principle of distribution according to work, get rid of the "big pot", overcome egalitarianism and mobilize the enthusiasm of workers. Further improve the organizational structure and change the traditional single administrative management system into a business-oriented management system.
