Regulations of Yinchuan Municipality on the Administration of Delivery and Use of Supporting Facilities for Newly-built Commercial Housing
County (city) housing and urban and rural construction departments in accordance with the management authority responsible for the administrative area of new commercial housing facilities delivery management.
Development and reform, land, planning, forestry, public security, fire protection, urban management, civil affairs, communications, postal services, market supervision and other departments shall, in accordance with their respective responsibilities, do a good job in the management of the delivery and use of new commercial housing facilities. Article 4 This Municipality implements a management system for the delivery and use of supporting facilities for newly-built commercial housing. After the completion and acceptance of the new commercial housing, the supporting facilities shall meet the basic conditions for the owner to move in and use, and the supporting facilities of the new commercial housing can be delivered only after obtaining the delivery certificate. Without obtaining the certificate of delivery of supporting facilities for new commercial housing, it shall not be delivered for use.
New commercial housing projects built by stages shall be delivered by stages. Article 5 Public service facilities such as roads, greening and lighting projects, educational buildings, community health, community services, property services, sanitation, culture and sports, parking lots (garages) and so on supporting the construction of newly-built commercial houses shall be planned and designed in a unified way, constructed simultaneously, and guaranteed to be used normally.
Other commercial housing should be in accordance with the provisions of the simultaneous construction of corresponding public service facilities. Sixth new commercial housing development and construction by stages and apply for delivery by stages, the public service facilities supporting the project shall meet the following conditions:
(a) due to land, housing expropriation and other factors, public service facilities are not ready to start, the construction unit shall implement the corresponding public service facilities for transitional use;

Article 8 After the completion and acceptance of new commercial housing is qualified, the construction unit shall apply to the competent department of housing and urban and rural construction where the project is located for the delivery of supporting facilities for new commercial housing, and provide the record certificate of completion and acceptance of new commercial housing and related materials that meet the delivery conditions. Ninth new commercial housing facilities delivery shall meet the following conditions:
(a) water supply, power supply, gas supply, heating facilities, and access to the city's public * * * pipe network;
(two) the rainwater and sewage into the urban rainwater and sewage drainage system; If it is necessary to take temporary discharge measures due to objective conditions, it shall be approved by the environmental protection and water affairs departments, and the temporary discharge period shall be determined;
(three) garbage transfer stations, public toilets and other sanitation facilities and equipment in line with national norms, with the use of conditions;
(four) communications, cable television, fire protection, security and other facilities have passed the special acceptance;
(five) roads, parking lots (garages) and non-motor vehicle sheds (garages) meet the planning requirements and use conditions;
(six) the greening project has been completed in accordance with the approved greening design scheme;
(seven) property services, community services and other supporting housing in accordance with the planning and construction completed, to meet the basic conditions of use, and delivered for the record;
(eight) street lamp installation, in line with the professional design requirements of urban lighting;
(nine) the setting of the residential letter box meets the national standards, meets the requirements of setting up a letter box for each household, and meets the postal conditions;
(ten) in accordance with national standards set up buildings, units and households;
(eleven) the construction unit and the prophase realty service enterprise have completed the property acceptance of new commercial housing, and have been filed by the real estate department where the project is located;
(12) All construction machines and tools, temporary works, construction waste, surplus building materials and components have been removed and transported away. If the construction project is built by stages, there are obvious and effective isolation measures between the completed project and the construction site;
(thirteen) in accordance with the planning requirements to complete the supporting construction of public service facilities. The development and construction of new commercial housing by stages shall conform to the provisions of Article 6. Article 10 The competent department of housing and urban and rural construction shall complete the examination within 15 days from the date of receiving the application for delivery of new commercial housing supporting facilities put forward by the applicant, and issue the delivery certificate of new commercial housing supporting facilities to those who meet the delivery conditions and make an announcement; Do not meet the requirements, shall not issue a certificate of delivery of new commercial residential facilities, and explain the reasons, notify the applicant in writing.
