Legal analysis: for an unfurnished house, the property fee should be paid in full according to the normal process. According to China's property management regulations, as the property management company has fulfilled its obligations, as long as the owner has gone through the formalities of handing over the house, he needs to pay the property fee whether he moves in or not. In the case of completed but not yet sold or delivered, the property service fee shall be paid by the developer. If there is any relevant agreement, the service remuneration shall be negotiated by both parties. For houses that have not lived for a long time, they can negotiate with the property and pay 50% or 70% of the total fee. For the owners, their lack of decoration and occupancy does not affect the property company's provision of relevant property services, and the beneficiaries should pay the corresponding fees. If the relevant service contract is violated and the payment is overdue, the property company has the right to appeal and recover according to law, so not staying is not the reason for not paying the property fee.

Legal basis: Article 7 of the Regulations on Property Management: Owners shall perform the following obligations in property management activities:

(a) abide by the management regulations and the rules of procedure of the owners' congress;

(two) abide by the rules and regulations of the use of * * * parts and facilities, the maintenance of public order and environmental sanitation in the property management area;

(three) to implement the decisions of the owners' congress and the decisions of the owners' committee authorized by the owners' congress;

(four) in accordance with the relevant provisions of the state to pay special maintenance funds;

(six) other obligations stipulated by laws and regulations.
