The Municipal Real Estate Management Bureau is a public institution under the centralized management of the Municipal Construction Bureau. According to the authorization, responsible for the city's housing management and real estate management. The main functions are:

(a) the implementation of national and provincial laws, regulations and policies on housing and real estate industry, study and formulate the medium-and long-term planning and annual work plan for housing and real estate industry management and organize their implementation, and participate in the paid transfer, development and utilization of urban land use rights.

(two) responsible for the development of the city's urban housing system reform plan and organize the implementation; We will promote the reform of the rent and management system of public houses directly managed by the government and owned by units. Review the county (city, district) housing reform plan; Participate in the study and formulation of housing fund management measures; Responsible for the consultation and explanation of housing reform policy; Understand the housing reform trends in this city; Follow-up investigation on the housing reform planning and policy implementation in the city.

(three) responsible for the city level and Hecheng District under the jurisdiction of the township housing property registration certification, real estate mapping and housing registration management.

(four) responsible for the transfer, mortgage, lease, pawn, replacement, guarantee and other transactions of the township real estate under the jurisdiction of the city level and Hecheng District; Responsible for the pre-sale and sales management of commercial housing, and issue pre-sale and sales licenses; Responsible for the industry management of real estate consulting, evaluation, brokerage and other intermediary service institutions.

(five) to manage the city level and guide the county (city, district) property management; Responsible for the examination and registration of the owners' committee; Responsible for the qualification examination and personal qualification identification of property management enterprises; Issue qualification certificates and qualification certificates; Responsible for the city's residential property management rating; Participate in the study and formulation of the city's property management fees; Guide and supervise the management and use of maintenance funds for residential quarters and facilities in urban planning areas, and establish a socialized, market-oriented and professional property management system; To guide the city's work of directly governing public houses; Responsible for the management of residential interior decoration activities in the city.

(six) to guide the supervision and management of the city's housing safety appraisal, dangerous housing survey, urban housing demolition, urban housing termite control and other work. ; Guide the maintenance of houses.

(seven) responsible for the management of private houses (including foreigners' houses); Deal with the remaining problems in the implementation of private savings policy.

(eight) in conjunction with the relevant departments to formulate and publish the replacement price of all kinds of houses.
