Regulations of Gansu Province on the Administration of City Appearance and Environmental Sanitation in Aksai Kazak Autonomous County

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and create a clean, beautiful, civilized and orderly urban environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Management of City Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of autonomous counties. Article 2 These Regulations shall apply to the urban built-up areas, ethnic new village residential areas, township governments, industrial parks, agricultural development zones and scenic spots within the administrative area of Autonomous County. Article 3 The Autonomous County People's Government shall strengthen its leadership over the work of city appearance and environmental sanitation, incorporate the work of city appearance and environmental sanitation into the national economic and social development plan and land planning, and ensure the funds needed for the work of city appearance and environmental sanitation. Fourth city appearance and environmental sanitation management adhere to the principles of unified leadership, hierarchical management, public participation and social supervision.

(a) the competent department of city appearance and environmental sanitation of Autonomous County People's Government shall be responsible for the management of city appearance and environmental sanitation;

(two) natural resources, housing and urban and rural construction, market supervision, public security, transportation, ecological environment, culture and tourism, agriculture and rural areas, health, commerce, industrial park management committee, industry and information technology and other relevant departments shall, according to their respective responsibilities, do a good job in the management of city appearance and environmental sanitation;

(three) the township (town) people's government and the community are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions. Article 5 All units and individuals have the obligation to maintain the city appearance and environmental sanitation, take good care of public environmental sanitation facilities, and enjoy the right to supervise and report. Sixth units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation shall be rewarded by the Autonomous County People's Government. Specific incentives shall be formulated and implemented by the Autonomous County People's government. Chapter II System of Responsibility Zones Article 7 The system of city appearance and environmental sanitation responsibility zones (hereinafter referred to as responsibility zones) shall be implemented.

City appearance and environmental sanitation responsibility area refers to buildings (structures) or other facilities, places and their surrounding areas owned, used and managed by units or individuals.

The person responsible for city appearance and environmental sanitation refers to the citizens, legal persons and other organizations that own, use and manage buildings or other facilities and places. Article 8 The responsible area and responsible person shall be determined according to the following provisions:

(a) urban primary and secondary roads and green belts, pedestrian walkways, public toilets and other public areas, by the city management department is responsible for the delineation;

(two) the implementation of property management in residential areas, by the property service enterprises; There is no property management of residential areas, by the original property unit or township (town) people's government is responsible for;

(three) stations, railways, parking lots, parks, squares, street parks and special roads, by the managers or operators;

(four) all kinds of markets, the development and construction of the main body is responsible for organizing special clean-up. All kinds of stalls in the market, the operator is responsible for cleaning;

(five) the managers or operators are responsible for the urban loading and unloading areas and their special roads;

(six) the construction unit is responsible for the construction land, and the right holder is responsible for the land to be built;

(seven) organs, organizations, military units, universities, enterprises and institutions and the surrounding areas, by the unit responsible for;

(eight) the operator is responsible for the operation of the gate and the surrounding area;

(nine) the area involved in holding large-scale outdoor activities shall be the responsibility of the organizing unit during the activities.

Areas with overlapping or unclear responsibilities shall be determined by the urban management department. Article 9 The responsibility requirements of the responsibility area are:

(a) the city is clean and tidy, without setting up stalls, building structures, posting, graffiti, hanging, stacking, parking or raising poultry and livestock;

(two) the environment is clean and tidy, and there is no exposed garbage, feces, sewage, stains, muck and snow in the passage;

(three) according to the requirements of waste collection containers, environmental sanitation facilities clean and in good condition. Tenth responsible persons should conscientiously perform their duties, maintain the city appearance and environmental sanitation in the area of responsibility, promptly discourage and stop acts that undermine the city appearance and environmental sanitation, and report to the urban management department if they are ineffective. Eleventh any unit or individual shall respect the work of the city appearance and environmental sanitation staff, and shall not hinder or obstruct the city appearance and environmental sanitation staff from performing their official duties. Chapter III Management of Urban Appearance Article 12 All kinds of buildings (structures) and other facilities within the urbanization management area shall conform to the urban appearance standards stipulated by the state and the urban appearance management regulations of autonomous counties. Thirteenth urban roads and sidewalks should be kept flat, kerbs and barrier-free facilities should be in good condition, and the isolation, protection, sound insulation, lighting, drainage and other facilities set up on urban roads and bridges should be neat and effective. Where the manhole cover and other facilities are damaged, lost or displaced, the manager shall immediately set up warning signs and guardrails and maintain them in time. Fourteenth transportation, electricity, postal services, radio and television, communications, gas, environmental sanitation, street advertising, leisure kiosks, landscape, lighting and other facilities. Set in urban roads and other public places, should be in accordance with the requirements of relevant laws and regulations, keep intact, clean and beautiful; If it is worn, defiled or lost, the owner or maintenance management unit shall repair, replace, clean or supplement it in time.
