In order to ensure the order of epidemic prevention and control, continue to do a good job in epidemic prevention and control in our region, and effectively prevent the risk of epidemic input and spread, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and other laws and regulations, and in accordance with the requirements of provinces, municipalities and districts on epidemic prevention and control, from now on, all personnel who enter and return to Thailand from medium and high-risk places outside the province must strictly abide by the relevant epidemic prevention and control regulations, and violation of the relevant epidemic prevention and control regulations constitutes an illegal crime. The relevant requirements are hereby notified as follows:

First, report personnel information in advance.

Anyone who intends to enter Thailand and return to Thailand in high-risk places outside the province and in the province should report to the community, unit, property service enterprise and hotel where the destination is located three days in advance;

Those who arrive in Thailand within 0/4 days before being identified as high-risk areas should report to their communities, units, property service enterprises and hotels in a timely manner, and the relevant departments should be included in the management in a timely manner according to the current epidemic prevention and control policies.

Second, strict epidemic prevention and control requirements

Strictly restrict people in high-risk areas from coming to Thailand, and for six high-risk groups, such as close contacts, sub-close contacts, people who overlap with the time and space trajectory of infected people, "simultaneous space" companions, people in high-risk areas, people who have been to or passed through high-risk areas, and people in global closed management areas,

Implement 14 days of centralized isolation and 7 days of home health monitoring;

It is suggested that people from counties and districts in high-risk areas should postpone coming to Thailand, and it is really necessary to come to Thailand.

After arriving in Thailand, they were isolated for 7 days and monitored at home for 7 days.

People from other counties in prefecture-level cities where high-risk areas are located do not have to come to Thailand, but they do need to come to Thailand.

You must have a negative certificate of nucleic acid test within 48 hours, and conduct 1 nucleic acid test after arriving in Thailand;

People who live and work with six types of high-risk personnel and people who have lived in the county where the middle and high-risk areas are located within 14 days.

Should be 1 nucleic acid detection;

Personnel in high-risk positions outside the region should try to avoid coming to Thailand. If it is really necessary to come to Thailand,

Must leave the post 14 days or more, hold a negative nucleic acid test certificate within 48 hours, and report to the destination community 3 days in advance;

Advocate people to return to Thailand from outside the province without epidemic areas,

After arriving in Thailand, he volunteered to have a 1 nucleic acid test in a nearby medical institution.

Those who come to Thailand in key areas identified in case of emergency shall do a good job in prevention and control according to relevant requirements;

Hotels, hotels, supermarkets, restaurants, entertainment service places, farmers' markets and other places with relatively dense personnel shall strengthen prevention and control measures such as registration, investigation, temperature measurement, code inspection and disinfection, and shall not conceal or omit personnel who have entered or returned to Thailand in medium and high-risk areas.

Third, pursue legal responsibility according to law.

In violation of the relevant provisions of the epidemic prevention and control, one of the following acts, in accordance with the provisions of the first paragraph of Article 50 of the People's Republic of China (PRC) Public Security Administration Punishment Law, be given a warning or a fine of not more than 200 yuan; If the circumstances are serious, he shall be detained for more than five days and less than ten days, and shall be fined not more than five hundred yuan; Whoever constitutes a crime shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance or a fine in accordance with the provisions of Article 277 of the Criminal Law of People's Republic of China (PRC); Whoever causes or has the risk of spreading in COVID-19 shall be investigated for criminal responsibility for the crime of allegedly obstructing the prevention and control of infectious diseases in accordance with the provisions of Article 330 of the Criminal Law of People's Republic of China (PRC), and shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention according to the facts and circumstances of the crime; If the consequences are especially serious, they shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years.

Personnel entering and leaving stations, shopping malls, hospitals, villages, communities and other densely populated areas refuse to cooperate or hinder staff from taking epidemic prevention and control measures such as temperature measurement, personnel registration, vehicle inspection, health code inspection and closed control;

Failing to report voluntarily as required, concealing or lying about illness, travel history, residence history, contact history and whereabouts, or refusing to accept investigation, inspection and quarantine, staying at home or centralized medical observation;

Providing false testimony or obstructing the performance of duties when the relevant departments conduct epidemiological investigations;

Refusing to accept prevention and control measures such as investigation, inspection, sample collection and isolation treatment of infectious diseases by disease prevention and control institutions and medical institutions;

Other acts in violation of the provisions on the prevention and control of infectious diseases. It is everyone's responsibility to prevent and control the epidemic.
