Regulations of Yantai Municipality on the Administration of Dog Raising

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality for the purpose of regulating dog-raising behavior, safeguarding citizens' personal safety, maintaining social public order and improving city appearance and environmental sanitation. Article 2 These Regulations shall apply to dog-raising behavior and related management activities within the administrative area of this Municipality.

Where there are other provisions in laws and regulations on the management of special dogs such as the army, police and emergency rescue, and special dogs kept by zoos and scientific research institutions, those provisions shall prevail. Third dog management in accordance with the key management areas and general management areas to implement district management. Sub-district offices in this city are key management areas, and towns are general management areas.

The district (city) people's government may, according to the actual situation, adjust the key administrative areas within its administrative area and announce them to the public. Fourth city, district (city) people's government should strengthen the organization and leadership of dog management, dog management funds into the fiscal budget at the corresponding level.

The public security organ is the competent department of dog management, and is responsible for dog management that disturbs public order and endangers public safety. The urban management department is responsible for the management of dog-raising behavior that affects the city appearance and environmental sanitation. The agricultural and rural departments are responsible for the immune management and harmless treatment of dogs.

Development and reform, finance, civil affairs, housing and urban construction, cultural tourism, health and hygiene, administrative examination and approval services, market supervision and other departments shall, according to their respective responsibilities, do a good job in dog management. Fifth Township People's governments and sub-district offices shall cooperate with relevant administrative departments to do a good job in dog management.

Villagers' committees and residents' committees may organize the formulation of civilized dog-raising conventions and supervise their implementation, and urge dog owners to raise dogs in a civilized manner according to law.

The realty service enterprise shall persuade, stop and record the illegal dog-raising behavior in the realty service area, and report to the relevant departments. Article 6 Public security organs shall, jointly with relevant departments and units, carry out publicity and education on civilized dog-keeping.

The urban management department shall make overall arrangements for outdoor advertising facilities and carry out public welfare publicity of civilized dog raising according to law.

Villagers' committees and residents' committees shall, through publicity columns, electronic screens and distribution of materials, carry out public welfare publicity on civilized dog raising according to law.

Radio, television, newspapers, websites and other media should carry out public welfare publicity on civilized dog-raising according to law, and guide dog owners to form good dog-raising habits.

Public places such as stations, docks, squares, parks, and public transportation management and operation units shall carry out public welfare publicity of civilized dog raising according to law through billboards and public audio-visual carriers set up or managed by them. Article 7 Any unit or individual has the right to dissuade, supervise or report violations of these Regulations through telephone and government service platforms 12345 and10.

The department that accepts the report shall keep the information of the informant confidential and protect the lawful rights and interests of the informant. Chapter II Immunization and Registration Article 8 Dogs shall be vaccinated against rabies regularly according to regulations. Dog owners shall send their dogs to designated institutions announced by the agricultural and rural departments for rabies vaccination within the following period:

(a) within fifteen days from the date of birth of a three-month-old puppy;

(two) dogs that have been immunized before the expiration of the immunization interval;

(three) other dogs, within fifteen days from the date of the dog owner.

Designated institutions for rabies immunization shall issue immunization certificates to dogs immunized with rabies, and establish dog immunization files, which shall be kept for a period of not less than two years.

Dogs in key management areas should be implanted with electronic identification marks. Article 9 Dog owners in key management areas shall, within 15 days from the date of obtaining the rabies immunization certificate of dogs, bring their dogs to the public security organs for dog registration.

Dog owners who apply for dog registration shall meet the following conditions:

(1) The registered population of this Municipality or the permanent population with residence permit;

(2) Having full capacity for civil conduct;

(3) Having a fixed single-family residence;

(four) no record of being punished for abandoning or abusing dogs;

(five) the dog registration certificate has not been revoked within five years;

(6) Other conditions stipulated by laws and regulations.

After receiving the application for dog registration, the public security organ shall register and issue a dog registration certificate to those who meet the requirements for dog raising; Those who do not meet the conditions for raising dogs shall not be registered, and the applicant shall be informed to dispose of the dogs themselves or send them to the dog shelter and rescue place within 15 days.

Public security organs and agricultural and rural departments can set up joint office space to realize rabies vaccination and dog registration and certification in the same place. Tenth dogs in key management areas, each household is limited to one.

In key management areas, other units are not allowed to raise dogs except for the circumstances listed in the second paragraph of Article 2 of this Ordinance. Eleventh prohibit the breeding, breeding and management of strong dogs and large dogs included in the list of prohibited dogs.

The list of forbidden dogs and large dogs shall be determined by the municipal public security organ in conjunction with the municipal agricultural and rural departments and announced to the public. Twelfth it is forbidden to alter, forge, alter, buy, sell, rent, lend or transfer the dog registration certificate and rabies immunization certificate in other forms.

If the dog registration certificate is damaged or lost, it shall be reissued within fifteen days.
