According to Article 51 of the Property Management Regulations, water supply, power supply, gas supply, heating, communication, cable TV and other units shall be responsible for the maintenance and conservation of relevant pipelines and facilities within the property management area according to law. If the units specified in the preceding paragraph temporarily occupy or dig roads and sites due to maintenance, they shall promptly restore the original state.

Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users. Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.

Relevant requirements for the use of water pipes stipulate that:

1. Within the scope of safety protection of urban water supply facilities, it is forbidden to dig pits, borrow soil, dig sand, blast, discharge corrosive or toxic substances, build buildings or structures and other activities that endanger the safety of water supply facilities.

2. It is strictly forbidden to modify, dismantle or relocate urban public water supply facilities. If it is really necessary to refit, dismantle or relocate, the relevant units shall solicit the opinions of water supply enterprises, report to the water supply administrative department and other relevant departments for approval, take corresponding remedial measures and bear relevant expenses.
