The security service company shall register with the administrative department for industry and commerce, and the legal representative of the company shall be approved by the public security administration department of the public security organ. The current leading cadres of public security organs shall not work part-time in security service companies. Police assigned from public security organs to work in security service companies can keep police records, but they are not allowed to wear police uniforms. In order to truly open the market, especially to meet the needs of opening the security service market to WTO members in 2006, it is necessary to cancel the unnecessary business license regulations that restrict security services and only restrict franchising in individual fields.
In a word, the development of China's current security service industry is a comprehensive security service system with security service companies established by public security organs at all levels as the main body, supplemented by security services provided by social organizations such as property security, and commercial security services combined with internal security services. Due to the influence of the traditional system, the current security services are not open to foreign-funded enterprises, and many important security services belong to franchise projects. In addition, security service companies mainly focus on labor-intensive civil air defense services, so the security service industry has not yet achieved full marketization. In addition, it is still difficult for private capital to enter the security service market, the object of security service has not yet expanded to the field of private security service, and the general cultural quality of security personnel is low, lacking relevant laws and regulations and necessary national service standards and industry service standards. Therefore, whether from the management system or from the institutionalization and standardization of the security service industry, the security service industry needs to develop vigorously on the basis of further improving and perfecting the relevant legal system, and gradually mature.
