The term "property management" as mentioned in these Provisions refers to the paid management of property and other related business services by property management companies according to law.
The term "property management limited liability company" as mentioned in these Provisions refers to an enterprise economic entity with corresponding qualifications, legally established and engaged in property management business. Article 3 Hefei Real Estate Management Bureau is the competent department of property management enterprises in this Municipality. Hefei Residential District Management Office (hereinafter referred to as the Municipal District Office) is responsible for the management and qualification examination and approval of property management enterprises in this Municipality. Article 4 A property management company is an independent enterprise legal person, which must have a clear business purpose and management articles, operate independently, conduct independent accounting and be responsible for its own profits and losses. Article 5 A property management company must meet the following conditions:
(1) The construction area of self-managed and managed properties 1 10,000 square meters or high-rise buildings and complex buildings shall not be less than1;
(2) The registered capital is more than 654.38 million yuan;
(3) Having a property management charter;
(4) Having a fixed business place;
(5) Having an independent and sound management organization and professional and technical personnel suitable for their qualifications. Article 6 When applying for business qualification, a property management company must submit the following documents (original or photocopy):
(a) the property management application report and the identity certificate and resume of the legal representative;
(two) business qualification application report;
(3) Articles of association of property management;
(4) Letter of appointment or letter of appointment of the legal representative of the company;
(5) capital verification certificate;
(6) Proof of business place;
(seven) proof materials of self management and custody of property;
(eight) the qualification certificate of professional and technical personnel;
(nine) professional training certificate of property management or real estate management personnel;

Article 7 After receiving the application for business qualification report and relevant documents, the municipal district office shall issue the qualification grade certificate of the property management company within 15 days if it meets the business qualification conditions. Article 8 Property management companies are divided into four qualification grades according to personnel quality, professional management ability, funds and property management areas:
(1) Level 1 qualification standard:
The technical person in charge of the company has the senior technical title of relevant majors, the financial person in charge has the title of accountant or above, and there are not less than 65,438+00 professional and technical personnel with intermediate or above titles. (2) Secondary qualification standard:
The technical person in charge of the company has the technical title of intermediate or above in related majors, the financial person in charge has the professional title of accountant or above, and there are not less than 8 professional and technical personnel with intermediate or above titles. All management personnel of the company hold professional post qualification certificates, with a registered capital of over 300,000 yuan and a self-operated and managed property area of over 50,000 square meters.
Can undertake the property management of residential quarters (groups) with a construction area of less than 200,000 square meters, high-rise buildings with a construction area of less than 30 floors and other non-residential houses with a construction area of less than 654.38 million square meters.
(3) Level III qualification standard:
The technical person in charge of the company has the technical title of intermediate or above in related majors, the financial person in charge has the title of assistant accountant or above, and there are not less than 6 professional technicians with professional technical titles. All the on-the-job managers of the company hold professional post qualification certificates, with a registered capital of more than 200,000 yuan and a self-managed and managed property area of more than 20,000 square meters.
Can undertake the property management of residential quarters (groups) with a building area of 6,543,800 square meters, high-rise buildings with a building area of 654.38+ 05 and other non-residential houses with a building area of 50,000 square meters.
(four) four qualification standards:
The technical person in charge of the company has the technical title of assistant or above, the financial person in charge has the technical title of assistant accountant or above, and there are not less than 5 professional technicians with professional technical titles. All on-the-job managers of the company hold professional post qualification certificates, with a registered capital of 654.38 million yuan and a property area of 654.38 million square meters.
Can undertake the property management of residential quarters (groups) with a construction area of less than 50,000 square meters and other non-residential houses with a construction area of less than 20,000 square meters in this city.
Article 9 The bidding system shall be implemented in the property management of this Municipality. Property management companies must participate in property management bidding in accordance with the business scope stipulated by the qualification grade, and may not undertake property management business.
Property management enterprises that have not obtained the qualification certificate of property management enterprises shall not engage in property management business in this Municipality. Article 10 No unit or individual may forge, alter, lease, lend, transfer or sell the qualification grade certificate of a property management company. Lost or damaged "Property Management Company Qualification Certificate" must be declared invalid in the municipal newspaper before applying for a replacement.
