Second, community management.

Article 6 Community funds shall be included in the financial budget, and the municipal finance shall be charged at one thousandth of the annual income increase, and the district finance shall be charged at no less than one thousandth, and shall be allocated on time.

Article 28 Youth services. Thirtieth community property coordination services. In residential areas where property management is implemented, the owners' committee shall be organized in time; Assist the government and relevant departments to properly solve the problem of lack of property management in abandoned residential areas and old residential areas without property; For communities and residential areas that cannot be served by property management companies, organize owners' autonomy, or entrust professional service personnel to guarantee basic services such as maintenance, environmental sanitation, greening and public order maintenance with the consent of most owners; Responsible for the implementation of the relevant provisions of the "Siping City Property Management Implementation Rules".

Fourth, community supervision and evaluation.

Thirty-first street party committees and offices should strengthen the education of honesty, self-discipline and law-abiding for community workers, so that they can be fair, diligent, honest and law-abiding; Community workers who want to get what they want and work hard will be dealt with severely according to law and discipline, and those involved in crimes will be handed over to judicial organs for handling.

Thirty-second functional departments should strengthen the supervision of community funds, prohibit off-balance-sheet accounts, and all fund income should be included in the management of community financial accounts in the community management office. It is strictly forbidden to set up private coffers. Once found, the community director should deal with it according to law.

Thirty-third community work assessment by the city, district community management office and street in conjunction with the relevant departments to organize the implementation, once a year. Rating or ranking, encourage advanced, criticize backward, and the evaluation results are linked to community work funds and staff treatment, rewarding the excellent and punishing the poor. For communities and their staff who fail to pass the assessment and fail to complete the task, the funds for community work and the wages of community staff will be reduced.

Article 34 These Measures shall be implemented as of the date of promulgation. If other provisions are inconsistent with these Measures, these Measures shall prevail. The Municipal Civil Affairs Bureau shall be responsible for the interpretation of these Measures.
