Can labor dispatch units issue invoices for property fees?

Labor dispatch units shall not issue invoices for property fees. Labor dispatch units can only issue invoices with the following details: value-added tax invoices for labor wages, social insurance premiums, housing accumulation funds and labor dispatch service fees, and cannot issue invoices for property fees. Therefore, the labor dispatch unit cannot invoice the property fee.
