Regulations of Anhui Province on Patriotic Health

Chapter I General Provisions Article 1 In order to promote patriotic health work, improve social health level, safeguard people's health and promote the construction of socialist material civilization and spiritual civilization, these Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of this province. Article 2 These Regulations shall apply to state organs, enterprises and institutions, social organizations and other organizations (hereinafter referred to as units) and individuals within the administrative area of this province. Article 3 Patriotic health work shall follow the principles and methods of government organization, territorial management, departmental cooperation, unit responsibility, national participation, scientific governance and social supervision. Article 4 People's governments at all levels should strengthen leadership over patriotic health work, incorporate patriotic health work into national economic and social development plans, increase investment in patriotic health work, and make patriotic health work adapt to economic development and social progress. Article 5 patriotic health campaign committee, the people's government at or above the county level (hereinafter referred to as Aiweihui) shall be responsible for organizing and coordinating the patriotic health work in this administrative area.

Ivy Association members shall, in accordance with the provisions of laws, regulations and these regulations, do a good job in patriotic health work in accordance with their respective responsibilities.

The township (town) people's government and the city street office shall determine the personnel responsible for the patriotic health work in this area.

Community residents' committees and villagers' committees shall determine the division of labor among members responsible for patriotic health work. There should be patriotic health content in village rules and regulations. Article 6 People's governments at all levels shall organize activities to establish health cities (towns), health villages and advanced health units, and improve and implement various health management systems in accordance with relevant national standards. Seventh units should establish a health management system, in accordance with the areas designated by the local people's government, responsible for the maintenance and management of health facilities, to maintain indoor and outdoor environmental sanitation. Article 8 All units and individuals shall participate in patriotic health activities, abide by public health laws and regulations, care for public health infrastructure and safeguard public health. Ninth April each year is patriotic health month, focusing on patriotic health activities. Article 10 People's governments at all levels shall commend and reward units and individuals that have made outstanding contributions to patriotic health work. Chapter II Planning and Construction of Public Health Infrastructure Article 11 People's governments at or above the county level shall incorporate urban and rural public health infrastructure planning into urban and rural construction planning. Twelfth relevant departments of the people's governments at or above the county level shall protect drinking water sources according to law, organize the construction of drinking water infrastructure, and ensure the safety of drinking water. Thirteenth people's governments at all levels and their relevant departments shall, in accordance with the planning requirements, organize the construction of public health infrastructure.

Encourage social organizations and individuals to invest in the construction of public health infrastructure. Article 14 The design and construction of construction projects shall meet the requirements of preventing and controlling rodents, mosquitoes, flies, cockroaches and other vectors. Chapter III Hygiene in Public Places Article 16 Citizens shall develop civilized and healthy hygiene habits and shall not engage in the following acts in public places:

(a) spitting, chewing gum, throwing peels, scraps of paper, cigarette butts;

(two) littering waste batteries, plastic packaging and other wastes, littering, burning garbage and paper, urinating everywhere;

(3) Dumping garbage, excrement and sewage;

(four) carrying dogs, cats and other pets to take public transport and enter indoor public places and outdoor public places without entry signs.

When dogs, cats and other pets are brought into places other than those specified in Item (4) of the preceding paragraph, they should be prevented from hurting others and their excrement should be cleaned up in time. Seventeenth it is forbidden to smoke in places where minors are concentrated and other places with no smoking signs.

No smoking signs shall be set up in places where smoking is prohibited. Eighteenth hotels, restaurants, theaters, stadiums, exhibition halls, museums, libraries, shopping malls, waiting rooms, waiting rooms (airplanes, boats) and other public places should have health management personnel and be equipped with necessary health facilities to maintain the cleanliness of public places. Nineteenth public transport vehicles should be cleaned and disinfected regularly. Twentieth schools should ensure the environmental sanitation of students' study, life and activities.

The meals and drinking water provided by schools to teachers and students shall meet the national hygiene standards. Twenty-first residential property service contracts shall stipulate the environmental sanitation management of * * * parts of the property and public * * * places and the treatment of domestic garbage in residential areas. The contents of the agreement shall comply with the provisions of laws and regulations and the requirements of the local people's government for environmental sanitation. Chapter IV Hygiene of Production and Life Article 22 The cleaning time and standard of urban environmental sanitation, and the dumping place and method of urban domestic garbage shall be stipulated by the administrative department of city appearance and environmental sanitation of the people's government of the city. Twenty-third markets should establish a daily health management system, equipped with public health facilities, to maintain environmental hygiene.

Operators should keep booths and doors clean and hygienic. Article 24 Enterprises that produce and sell drinking water shall ensure that drinking water meets the national hygiene standards.
