Can I make my own keys?

You can't make your own keys. Household metering devices, such as water meters, electric meters and heat meters, are all or partially installed in pipeline wells, locked by property management companies, and related fees are charged through regular meter checking, which is a common practice in many areas. Most of these keys are open, and the property has keys. It is illegal for the locksmith to secretly distribute them to customers.
