Accept the authorization of Harbin Municipal People's Government, exercise the ownership of assets within the scope of authorization, conduct investment, financing and capital operation, engage in subway construction, operation and management activities, be responsible for the arrangement, development and operation of subway-related land, and be responsible for the development and utilization of underground resources on subway projects.
