In order to strengthen the safety management of fireworks and firecrackers, ensure public safety and reduce environmental pollution, according to the provisions of the Regulations on the Safety Management of Fireworks and Firecrackers in Shaanxi Province and the Regulations on the Prevention and Control of Air Pollution in Shaanxi Province, combined with the actual situation of our city, the relevant matters concerning the prohibition and restriction of fireworks and firecrackers are hereby notified as follows:

First, no fireworks area:

Fireworks and firecrackers are prohibited in the forbidden area of our city throughout the year. No-go area is the area west of East Ring Road, north of Xibao Central Line, east of Keji 4th Road and south of North Ring Road.

Two, in addition to the above areas, other areas are restricted to set off fireworks. In areas where fireworks and firecrackers are restricted, a small amount of fireworks and firecrackers can be set off in accordance with customs and habits on traditional statutory holidays such as the Spring Festival and Lantern Festival, as well as weddings and funerals. Fireworks and firecrackers are prohibited at other times and celebrations (including moving to a new home, buying a new car, opening a new store, etc.). ).

Third, all organs, enterprises and institutions, sub-district offices, neighborhood committees and residential property offices in the forbidden area are forbidden units, and the main person in charge of the unit is the forbidden person. The forbidden unit is responsible for publicity, education and supervision of the unit and its jurisdiction. If the unit responsible for prohibiting the discharge of fireworks and firecrackers has an accident in the forbidden area due to its inadequate work, which has caused serious consequences, the relevant responsible person shall be held accountable according to the circumstances.

Four, the Municipal Public Security Bureau is responsible for taking the lead in prohibiting the discharge of fireworks. It is forbidden to examine and approve any fireworks and firecrackers in the forbidden area; Strictly investigate the illegal transportation of fireworks and firecrackers; Fireworks and firecrackers are set off in prohibited areas or in a way that endangers public safety and personal and property safety. According to the provisions of the second paragraph of Article 42 of the Regulations on the Safety Management of Fireworks and Firecrackers, a fine of more than 500 yuan 100 yuan shall be imposed. Cause personal injury and property losses, shall be investigated for legal responsibility according to law; At the same time, in conjunction with the safety supervision department, we will do a good job in the management and rectification of fireworks and firecrackers, and severely investigate and punish illegal production, transportation, storage, sale and discharge of fireworks and firecrackers according to law.

Five, the Municipal Safety Supervision Bureau is responsible for regulating the fireworks market order. Strengthen the safety knowledge training of fireworks sales personnel, and prohibit those who have not passed the safety knowledge training from engaging in fireworks business activities. Cooperate with public security organs to severely investigate and punish illegal production, transportation, storage, sale and discharge of fireworks and firecrackers according to law.

Six, the relevant departments and units of the municipal government should actively carry out fireworks safety publicity work, take various forms to widely publicize the fireworks forbidden area, discharge precautions and related management regulations, etc., to improve public safety and fire prevention awareness. Cadres and workers of party and government organs should take the lead in implementing the spirit of the circular of the municipal government, advocate civilized holidays and green life for citizens, and reduce the discharge of fireworks and firecrackers.

Seven, the general public should strictly abide by the relevant provisions of the safety management of fireworks and firecrackers, consciously resist and report illegal production, procurement, transportation, storage and sale of fireworks and firecrackers, enhance safety awareness and environmental awareness, and make contributions to social security and the city's pollution control and haze reduction work.
