The payment of property fees has always been a contradiction between owners and property. So what are the provisions for property fees in 2020?

1. According to Article 41 of the Property Management Regulations, the owner shall pay the property service fee according to the property service contract.

If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement.

Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.

2. According to the Measures for the Administration of Property Service Charges in Shaanxi Province, the unreasonable self-determined fees such as shared energy consumption, garbage cleaning fees, wall smashing fees and paid service fees charged by the property are cancelled. Among them, natural breathing is a special fee, and the owner does not need to pay it again.

Property service charges are as follows:

Property service fees shall be charged on a monthly basis according to the building construction area, unless otherwise agreed in the property service contract.

(1) The house for which the real estate ownership certificate has been issued shall be calculated according to the construction area recorded in the ownership certificate;

(2) Houses that have been sold but have not yet obtained the certificate of ownership of immovable property shall be calculated according to the construction area recorded in the sales contract. After the completion of the real estate ownership certificate, it shall be calculated according to the construction area recorded in the real estate ownership certificate from the next month.
