Do industrial plants have to have property management companies?

There is no mandatory provision in laws and regulations on whether industrial plants need property management. The legislative spirit of Article 17 and Article 18 of the State Council's Regulations on Urban Real Estate Development and Management clearly shows this difference: industrial plants can be used after completion and acceptance, and there is no property management requirement.

In addition, the relevant regulations do not require the owners of industrial plants to invite public bidding to select property companies, which can be designated by enterprises themselves.

This is because industrial plants are constrained by planning and other factors, and it is difficult to integrate into a property management area like a house. The area occupied by some large enterprises may be much larger than that of ordinary large residential quarters.
