According to the current Measures for the Administration of Property Management Service Charge in Tianjin Ordinary Commercial Residential Quarters, the service standard and charge standard of property management in ordinary commercial residential quarters are divided into four grades, with monthly prices of 0.35 yuan/m2, 0.5 yuan/m2, 0.75 yuan/m2 and 1 yuan/m2 respectively, and the property management service charge can be lowered by 20% based on the change of service cost and other factors. Article 62 of the new "Regulations" promulgated this time stipulates that the government-guided price standard and floating ratio of ordinary residential property management service fees shall be adjusted in a timely manner according to the changes of the average social price index, and shall be formulated by the municipal price department in conjunction with the municipal property management administrative department and announced to the public.
Property fee refers to the fees charged by property owners and users who entrust property management units to carry out daily maintenance, repair, renovation and other services for houses, buildings and equipment, public facilities, greening, sanitation, transportation, public security, environment and other facilities related to residents' lives in residential areas. To sum up, 0.75 yuan /m2 and 1 yuan /m2, the property can fluctuate up and down by 20% on the basis of the price, according to the changes of service costs and other factors.

Article 6
Property service charges should distinguish the nature and characteristics of different properties, and implement government-guided prices and market-regulated prices respectively. Article 7
If the property service charges are subject to government-guided prices, the competent price department of the people's government with pricing power shall, jointly with the real estate administrative department, formulate the corresponding benchmark price and its floating range according to factors such as the standard of property management service level, and publish it regularly. The specific charging standard is agreed by the owner and the property management enterprise in the property service contract according to the specified benchmark price and floating range. The property service charges that are regulated by the market shall be agreed by the owners and the property management enterprises in the property service contract.
