Submit a written application

Owners who meet the following conditions may submit a written application to the people's government of the town where the subdistrict office or community is located, fill in the Application Form for the Establishment of the Preparatory Group of the Owners' Congress, and set up the owners' committee:

1. The owner must be a resident of the community and live in the community;

2. The delivered building area of the property reaches more than 50%, or the delivered building area of the property reaches more than 30% but less than 50%, and the residential area has been used for more than one year;

Set up a preparatory group
