Provisions of Benxi Municipality on Snow Removal and Transportation

Article 1 These Provisions are formulated in accordance with the Regulations of Benxi Municipality on the Administration of City Appearance and Environmental Sanitation and the Regulations of Liaoning Province on the Administration of City Appearance and Environmental Sanitation, combined with the actual situation of our city. Article 2 Units and individuals in the urban built-up areas of this Municipality shall abide by these provisions and undertake the obligations of snow removal and transportation. Article 3 Snow removal transportation shall be managed at different levels.

The Municipal People's Government shall be responsible for the deployment and command of snow removal work in the whole city, and formulate emergency plans for snow removal. The Municipal Urban and Rural Planning and Construction Committee is specifically responsible for the organization, coordination, supervision and inspection of the snow removal work in the city.

The District People's Government shall, in accordance with the deployment of the Municipal People's Government, organize the implementation of snow removal work within its jurisdiction. District Urban and Rural Construction Administration is responsible for the organization, coordination, supervision and inspection of snow removal work within its jurisdiction. Sub-district offices are responsible for the division of snow removal responsibility areas within their respective jurisdictions, and organize the removal and removal work.

City comprehensive law enforcement, real estate, public security, water affairs, transportation and other departments under the unified coordination of the Municipal People's government, in accordance with their respective responsibilities * * * to do a good job in snow removal supervision and management. Article 4 The municipal and district people's governments shall commend or reward the units and individuals that have made outstanding contributions in snow removal. Article 6 According to the snow removal plan, if it is necessary to organize snow removal, the Municipal Urban and Rural Planning and Construction Committee shall designate the discharge place. Article 7 The snow removal expenses required by the municipal and district people's governments, as special funds, shall be included in the fiscal budget at the same level and fully allocated. (four) other areas should be cleared within 48 hours after the snow stops;

(five) within 72 hours after the snow stops, the snow shall be transported to the designated discharge place. Thirteenth snow removal, should meet the standards of no leakage, no ice accumulation, no residual snow, no exposed road bottom, roadside stones. The cleared snow must be neatly stacked outside the kerbs. According to the requirements of the snow removal plan, it must be transported outside, and should be piled up on both sides of the roadway. The District People's Government shall give appropriate subsidies to vehicles that undertake the obligation of transporting snow. Article 16 When the municipal and district people's governments organize the transportation of snow and ice in a unified way according to the emergency plan for transporting snow, the public security traffic police department shall mobilize the motor vehicles of all units in the city according to the instructions.

Motor vehicles requisitioned shall be given appropriate compensation by the municipal and district people's governments. Seventeenth prohibit the following acts:

(6) Sprinkle snow on the cleaned road surface;

(seven) failing to discharge or pile up snow at the designated place. Article 18 During the snow removal period, the traffic police department of the public security shall take traffic control measures, cooperate with vehicles to guide and park vehicles to clear obstacles or restrict the passage of designated roads.

Passing vehicles should avoid snow removal personnel and must not crush the cleared snow. Stop and avoid if necessary.
