Are elevator fees and property fees separate?

These two expenses are inseparable.

Article 2 of the Measures for the Administration of Property Service Charges stipulates that the term "property service charges" as mentioned in these Measures refers to the fees charged by property management enterprises to the owners for the maintenance, conservation and management of houses, supporting facilities, equipment and related sites, and for the maintenance of environmental sanitation and order in relevant areas.

So the elevator fee should be included in the property fee.
