3. If the property does not have the permission of the price bureau, the owner has the right to apply for exemption;

4. If the property charges in violation of the contract are unreasonable, the owner has the right to apply for exemption from illegal fees;

5. If the house is not used for a long time, the owner has the right to apply for reduction or exemption according to 70% or 50% of the charging standard agreed in the contract.
