What is the procedure for the residential property to increase the property fee, so as to avoid the owners' doubts about "increasing the property fee without authorization"? According to the staff of the charge office of Lanzhou Development and Reform Commission, Lanzhou Development and Reform Commission has a set of evaluation standards and procedures for the property fees of various communities in Lanzhou. The property fee standard is linked to the property service star rating of the property company. The star rating of property service is divided into one, two, three and four stars from low to high. The higher the star rating, the higher the corresponding charging standard. The property fee standard is formulated by the Lanzhou Development and Reform Commission, and the Lanzhou Ordinary Residential Property Service Star Standard and the Property Service Star Standard Evaluation Implementation Plan are jointly formulated by the Price Department of the Development and Reform Commission and the Lanzhou Housing and Construction Bureau.
Government-guided property service charges are determined by the development and construction units, owners and other clients according to the characteristics, service requirements and service items of property services. The charging standards are within the charging benchmark price standard of the corresponding star service level, determined through bidding or negotiation with property service enterprises, and agreed in the property service contract. However, in the construction of affordable housing and other affordable housing projects (communities), if the development and construction unit and the property service enterprise negotiate or determine the charging standard through bidding, they shall not agree on four-star service and the corresponding charging standard.
The property service charges that belong to the market-regulated price shall be determined by the owners, the owners' committee and the property service enterprises through consultation.
Residential areas without owners' committees need to adjust the charging standards for property services. In accordance with the relevant provisions of the Lanzhou Property Management Regulations, the new star service level and charging standard can be defined by convening the owners' meeting, setting up a temporary property management committee to discuss or directly soliciting the opinions of the owners.
A property company that intends to adjust the charging standard of property fees must apply to the Price Department of the National Development and Reform Commission. NDRC agrees to the application for property fee adjustment submitted by the property, provided that the property fee adjustment scheme must be signed and agreed by more than half of the owners. The approved charging standard is publicized by the property and charged in strict accordance with the corresponding star standard.
